Joint
Resolution
rescinding
all
previous
requests
by
the

general
assembly
of
the
state
of
Iowa
for
the
United
States

Congress
to
call
a
federal
constitutional
convention

pursuant
to
Article
V
of
the
United
States
Constitution.

WHEREAS,
the
constitutional
convention
of
1787
was
initially
5
convened
to
make
revisions
to
the
Articles
of
Confederation
6
and
that
convention
decided
instead
to
discard
the
Articles
7
of
Confederation
entirely
and
create
a
new
system
of
8
government;
and
9
WHEREAS,
the
United
States
Constitution
has
served
as
the
10
cornerstone
of
American
liberty
since
its
creation
in
1787
and
11
was
the
first
written
national
constitution
to
set
forth
a
12
system
of
separation
of
powers
and
to
ensure
that
the
rights
of
13
minority
groups
could
not
be
easily
trampled
upon
by
the
will
14
of
the
majority;
and
15
WHEREAS,
the
United
States
Constitution
has
proven
to
be
16
resilient
and
a
subsequent
constitutional
convention
has
not
17
been
held
since
1787;
and
18
WHEREAS,
Article
V
of
the
United
States
Constitution
19
requires
the
Congress
of
the
United
States
to
convene
a
20
constitutional
convention
upon
the
application
of
two-thirds
of
21
the
several
states;
and
22
WHEREAS,
the
general
assembly
of
the
state
of
Iowa
has,
at
23
various
times,
previously
made
applications
to
the
Congress
of
24
the
United
States
of
America
to
call
a
convention
to
propose
25
amendments
concerning
specific
subjects
to
the
United
States
26
Constitution,
pursuant
to
Article
V;
and
27
WHEREAS,
over
the
course
of
time,
the
will
of
the
people
of
28
the
state
of
Iowa
may
have
changed
relating
to
these
previous
29
resolutions;
and
30
WHEREAS,
the
general
assembly
of
the
State
of
Iowa
is
aware

applications
requesting

that
Congress
call
a
constitutional
convention;
and

WHEREAS,
the
general
assembly
of
the
state
of
Iowa
no

longer
supports
its
previous
resolutions
which
request
that

Congress
call
a
constitutional
convention,
all
of
which

were
adopted
many
decades
ago;
and
does
not
wish
for
these
37
resolutions
to
be
included
with
applications
made
by
other

state
legislatures;

RESOLVED,
That
copies
of
this
resolution
be

sent
to
the
President
and
the
Secretary
of
the
United
States

Senate,
the
Speaker
and
the
Clerk
of
the
United
States
House

of
Representatives,
and
members
of
the
Iowa
congressional

delegation.
