Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Section
1
of
Article
I
of
the
Constitution
of
the
State
of

Iowa
is
repealed
and
the
following
adopted
in
lieu
thereof:

Section
1.
Rights
of
persons.
All
men
and
women,
in
the
5
womb
to
natural
death,
are
unique
persons
who
are,
by
nature,
6
free
and
equal,
and
have
certain
inalienable
rights
——
among
7
which
are
the
opportunity
to
enjoy
and
defend
life
and
liberty,
8
to
acquire
and
possess
property,
and
to
pursue
and
obtain
9
safety
and
happiness.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
11
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
12
to
the
general
assembly
to
be
chosen
at
the
next
general
13
election
for
members
of
the
general
assembly,
and
shall
be
14
published
as
provided
by
law
for
three
consecutive
months
15
previous
to
the
date
of
that
election.

EXPLANATION
17
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
18
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
20
Constitution
of
the
State
of
Iowa
specifying
the
rights
of
21
persons
in
the
womb
to
natural
death.
22
The
joint
resolution,
if
adopted,
would
be
referred
to
the
23
next
general
assembly
for
adoption
a
second
time
before
being
24
submitted
to
the
electorate
for
ratification.
