Resolution
requesting
the
establishment
of
an
interim

committee
to
evaluate
the
safety
of
fifth
generation

wireless
network
technology.

WHEREAS,
the
wireless
industry
is
engaged
in
the
4
deployment
of
small
wireless
facilities
in
the
state
5
to
facilitate
fifth
generation
wireless
network
6
technology;
and
7
WHEREAS,
fifth
generation
wireless
network
8
technology
uses
existing
technology,
new
wave
9
frequencies,
and
radiofrequency
radiation
to
transmit
10
large
amounts
of
data,
but
this
requires
that
11
transmission
equipment
be
located
in
closer
proximity
12
to
the
user,
resulting
in
the
deployment
of
antennas
13
and
other
transmission
equipment
near
schools,
14
residences,
and
businesses;
and
15
WHEREAS,
the
Federal
Communications
Commission
has
16
not
updated
its
guidelines
for
radiofrequency
exposure
17
since
1996;
and
18
WHEREAS,
published,
peer-reviewed,
and
independent
19
scientific
studies
exist
linking
exposure
to
20
radiofrequency
radiation
to
serious
health
problems,
21
including
cancer,
reproductive
problems,
and
22
neurological
impairments;
and
23
WHEREAS,
more
than
250
medical
and
public
health
24
professionals
have
signed
the
Joint
Statement
on
25
Pregnancy
and
Wireless
Radiation,
which
urges
26
government
officials
to
support
research
into
the
27
possible
effects
of
wireless
radiation
on
fetal

NOW
THEREFORE,
1
BE
IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,

That
the
legislative
council
is
requested
to
establish
3
a
legislative
interim
committee
during
the
2020
4
interim
to
study
and
discuss
issues
relating
to
5
the
safety
of
fifth
generation
wireless
network
6
technology.
The
committee
shall
review
the
issues
7
related
to
and
make
recommendations
regarding
whether
8
and
to
what
extent
fifth
generation
wireless
network
9
technology
can
be
safely
incorporated
into
Iowa’s
10
wireless
network
technology
infrastructure.
The
11
committee
shall
consider
testimony
from
interested
12
stakeholders,
including
but
not
limited
to
medical
13
professionals,
representatives
from
wireless
network
14
technology
companies,
and
representatives
from
agencies
15
responsible
for
regulating
wireless
network
technology
16
companies.
The
committee
shall
submit
its
findings
and
17
recommendations
to
the
General
Assembly
by
December
31,
