Ambassador
Kenneth
M.
Quinn
attended
high

school
in
Dubuque,
Iowa,
and
received
his
undergraduate
5
degree
from
Loras
College;
and
6
WHEREAS,
Ambassador
Quinn
began
his
work
with
the
7
United
States
Department
of
State
in
1967,
where
he
8
alerted
the
world
to
the
dangers
of
the
Khmer
Rouge,
9
helped
to
assist
suffering
Cambodian
refugees
through
10
the
Iowa
SHARES
program,
personally
negotiated
the
11
entry
of
United
States
personnel
into
a
Vietnamese
12
prison
to
search
for
prisoners
of
war
and
those
missing
13
in
action,
served
as
the
ambassador
to
Cambodia,
and
14
saved
countless
lives
by
developing
and
implementing
15
methods
to
defeat
the
Khmer
Rouge;
and
16
WHEREAS,
after
retiring
from
the
United
States
17
Department
of
State
in
1999,
Ambassador
Quinn
returned
18
to
Iowa
and
assumed
the
leadership
of
the
World
Food
19
Prize
Foundation
in
2000,
where
he
headed
the
annual
