WHEREAS,
the
executive
branch
of
the
United
States
4
has
a
constitutional
duty
to
enforce
federal
laws
5
protecting
states,
including
immigration
laws,
and
6
President
Biden
has
broken
the
compact
between
the
7
United
States
and
the
states
by
refusing
to
enforce
8
those
laws
and
even
violating
current
laws;
and
9
WHEREAS,
President
Biden
has
violated
his
oath
to
10
faithfully
execute
immigration
laws
enacted
by
the
11
United
States
Congress;
and
12
WHEREAS,
President
Biden
has
instructed
his
agencies
13
to
ignore
federal
statutes
that
mandate
the
detention
14
of
illegal
immigrants;
and
15
WHEREAS,
under
President
Biden’s
border
policies,
16
more
than
6
million
illegal
immigrants,
almost
double
17
the
population
of
the
state
of
Iowa,
have
crossed
the
18
southern
border
in
three
years;
and
19
WHEREAS,
James
Madison,
Alexander
Hamilton,
and
the
20
other
visionaries
who
wrote
the
Constitution
of
the
21
United
States
foresaw
that
states
should
not
be
left
to
22
the
mercy
of
a
lawless
president
who
does
nothing
to
23
stop
external
threats;
NOW
THEREFORE,

IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,
That

right

the

Texas
to
invoke
its
constitutional
authority

to
protect
and
defend
its
citizens;
and

BE
IT
FURTHER
RESOLVED,
That
the
House
of

Representatives
recognizes
the
Constitution
of
5
the
United
States
as
the
supreme
law
of
the
land,
6
superseding
any
federal
statute
to
the
contrary;
and
7
BE
IT
FURTHER
RESOLVED,
That
the
House
of
8
Representatives
supports
and
endorses
the
Governor’s
9
decision
to
deploy
Iowa
National
Guard
and
Iowa
State
10
Patrol
personnel
to
secure
the
Texas
and
national
11
border.
