House Resolution 135 - Introduced HOUSE RESOLUTION NO. 135 BY UPMEYER A Resolution honoring Dr. James F. Holsinger. 1 WHEREAS, Dr. James F. Holsinger was honored to 2 receive the 2011 Nicholas E. Davies Ambulatory Award 3 of Excellence from the Healthcare Information and 4 Management Systems Society (HIMSS); and 5 WHEREAS, since 1994, the HIMSS Nicholas E. Davies 6 Award of Excellence has recognized outstanding 7 achievement in the implementation of and value from 8 health information technology, specifically electronic 9 health records (EHR); and 10 WHEREAS, the Davies Award program promotes EHR 11 adoption through sharing information and lessons 12 learned on implementation strategies, financial return 13 on investment, and value of the EHR to improve patient 14 care and outcomes; and 15 WHEREAS, James F. Holsinger, M.D., P.C., opened his 16 solo family medicine practice in 2003 in Keokuk, Iowa, 17 in a rural community of 20,000 in a county with the 18 highest unemployment rate in the state; and 19 WHEREAS, the practice that started in 2003 with no 20 patients and two part-time visiting specialists renting 21 space in the same building has grown to 1,400 active 22 patients and is the first fully automated clinic in 23 the area that implemented, and uses in its day-to-day 24 operation, nearly every EHR function and interface 25 available; and 26 WHEREAS, Dr. James F. H.R. 135 steps to transform from paper-based practices to 1 electronically-enabled systems; and 2 WHEREAS, Dr. Holsinger has been at the forefront of 3 EHR implementation as an example to encourage other 4 clinicians to follow in his footsteps; and 5 WHEREAS, this cycle of evaluating medical practices 6 for the prestigious Davies Award for excellence in 7 implementation of electronic records has resulted 8 in the recognition of an outstanding example of how 9 computerization is leading to improved patient care and 10 outcomes; NOW THEREFORE, 11 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That 12 the House of Representatives commends Dr. James F. 13 Holsinger on his receipt of the 2011 Nicholas E. Davies 14 Ambulatory Award of Excellence from the Healthcare 15 Information and Management Systems Society; and 16 BE IT FURTHER RESOLVED, That the Clerk of the 17 House of Representatives shall prepare a copy of this 18 resolution for presentation to Dr. James F.
