WHEREAS,
drug
courts
provide
a
proven
budget
3
solution
that
benefit
all
facets
of
society;
and
4
WHEREAS,
drug
courts
are
an
essential
component
5
of
the
criminal
justice
system
and
save
vast
criminal
6
justice
and
human
services
resources,
keep
families
7
together,
and
keep
individuals
out
of
jail
and
engaged
8
in
their
communities
as
productive,
tax-paying
9
citizens;
and
10
WHEREAS,
drug
courts
are
an
effective
tool
in
the
11
human
services
and
criminal
justice
system
for
saving
12
money,
saving
families,
reducing
crime,
and
serving
13
veterans;
and

WHEREAS,
results
of
more
than
100
program
1
evaluations
and
at
least
four
meta-analytic
2
studies
have
yielded
definitive
evidence
that
3
drug
courts
significantly
improve
substance-abuse
4
treatment
outcomes,
promote
permanency
for
children,
5
substantially
reduce
drug
abuse
and
crime,
and
do
so
at
6
less
expense
than
any
other
strategy;
and
7
WHEREAS,
drug
courts
facilitate
communitywide
8
partnerships,
bringing
together
public
safety,
human
9
services
and
public
health
professionals,
and
the
10
court
system
in
the
fight
against
drug
abuse
and
11
criminality;
and
12
WHEREAS,
the
drug
court
movement
in
the
United
13
States
has
grown
from
the
12
original
drug
courts
in
14
1994,
to
over
2,600
operational
drug
courts;
and
15
WHEREAS,
there
are
currently
at
least
35
adult
drug
16
court,
juvenile
drug
court,
and
family
treatment
court
17
programs
in
the
state
of
Iowa;
and
18
WHEREAS,
drug
courts
demonstrate
that
when
one
19
person
rises
out
of
drugs
and
crime,
all
persons
20
benefit;
and
21
WHEREAS,
the
time
has
come
to
put
a
drug
court
22
within
reach
of
every
eligible
person
in
need;
NOW
23
THEREFORE,
24
BE
IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,
25
That
the
House
of
Representatives
declares
that
the
26
month
of
May
2012
be
established
as
a
Drug
Court
Month,
27
recognizing
the
significant
contributions
drug
courts
28
have
made
toward
reducing
substance
abuse,
crime,
and
29
recidivism
while
saving
valuable
resources.
