1.
Section
321L.2,
subsection
1,
paragraph
a,
1
subparagraph
(3),
Code
2015,
is
amended
to
read
as
follows:

(3)
Removable
windshield
placard.
3
(a)
A
person
with
a
disability
may
apply
for
a
temporary
4
removable
windshield
placard
which
shall
be
valid
for
a
5
period
of
up
to
six
months
or
a
nonexpiring
standard
removable
6
windshield
placard
valid
for
a
period
of
five
years
,
as
7
determined
by
the
physician’s,
physician
assistant’s,
nurse
8
practitioner’s,
or
chiropractor’s
statement
under
this
9
subsection
.

(i)
A
temporary
removable
windshield
placard
shall
be
11
renewed
within
thirty
days
of
the
date
of
expiration.
Persons
12
seeking
temporary
removable
windshield
placards
shall
be
13
required
to
furnish
evidence
upon
initial
application
that
14
they
have
a
temporary
disability
and,
in
addition,
furnish
15
evidence
at
subsequent
intervals
that
they
remain
temporarily
16
disabled.
Temporary
removable
windshield
placards
shall
be
17
of
a
distinctively
different
color
from
nonexpiring
standard
18
removable
windshield
placards.

(ii)
A
nonexpiring
standard
removable
windshield
placard
20
shall
state
on
the
face
of
the
placard
that
it
is
a
nonexpiring
21
placard
expire
on
the
last
day
of
the
month
five
years
from
22
the
date
of
issuance
.
A
person
with
a
disability
may
renew
a
23
standard
removable
windshield
placard
within
thirty
days
before
24
or
after
the
date
of
expiration
by
submitting
a
statement
from
25
a
physician,
physician’s
assistant,
nurse
practitioner,
or
26
chiropractor,
as
provided
in
this
subsection,
to
the
department
27
that
the
person
has
a
continuing
need
for
the
placard.

(b)
The
department
shall
issue
one
additional
removable

windshield
placard
upon
the
request
of
a
person
with
a

disability.

Sec.
3.
EFFECTIVE
DATE
AND
APPLICABILITY.
This
Act
4
takes
effect
January
1,
2016,
and
applies
to
persons
with
5
disabilities
placards
issued
on
or
after
that
date.
This
6
Act
does
not
affect
the
validity
of
nonexpiring
persons
with
7
disabilities
placards
issued
prior
to
January
1,
2016.

EXPLANATION
9
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
10
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
issuance
of
persons
with
12
disabilities
removable
windshield
parking
placards.
Under
13
current
law,
a
person
may
apply
for
either
a
temporary
placard
14
valid
for
up
to
six
months
or
a
nonexpiring
placard.
The
15
bill
eliminates
the
nonexpiring
placard
and
replaces
it
with
16
a
standard
placard
which
expires
the
last
day
of
the
month
17
five
years
from
the
date
of
issuance.
A
person
may
renew
the
18
placard
within
30
days
before
or
after
the
expiration
date
by
19
submitting
a
statement
from
a
physician,
physician’s
assistant,
20
nurse
practitioner,
or
chiropractor
to
the
department
of
21
transportation
that
the
person
has
a
continuing
need
for
the
22
placard.

Current
law
provides
that
a
removable
windshield
placard
24
shall
only
be
displayed
when
the
vehicle
is
parked
in
a
25
persons
with
disabilities
parking
space.
The
bill
requires
the
26
removable
windshield
placard
to
be
displayed
in
a
manner
that
27
allows
the
entire
placard
to
be
visible
through
the
vehicle’s
28
windshield.
29
The
bill
takes
effect
January
1,
2016,
and
applies
to
new
30
placards
issued
on
or
after
that
date.
The
bill
does
not
31
affect
the
validity
of
nonexpiring
placards
issued
before
32
January
1,
2016.
