1.
Section
256.16,
subsection
1,
paragraph
a,
Code

2020,
is
amended
by
adding
the
following
new
subparagraph:

Report
annually
to
the
department
3
no
later
than
August
1,
in
the
form
and
manner
prescribed
by
4
the
department,
the
percentage
of
students
whose
scores
on
the
5
assessments
administered
pursuant
to
subparagraph
(2)
during
6
the
prior
fiscal
year
were
at
or
above
the
minimum
passing
7
scores
set
by
the
department,
as
well
as
the
percentage
of
8
students
who
achieved
such
scores
on
their
first
attempt
to
9
pass
such
assessments.
The
department
shall
annually
compile
10
the
information
it
receives
pursuant
to
this
subparagraph
and
11
publish
the
compilation
on
its
internet
site.

Sec.
2.
EMERGENCY
RULES.
The
state
board
of
education
13
may
adopt
emergency
rules
under
section
17A.4,
subsection
3,
14
and
section
17A.5,
subsection
2,
paragraph
“b”,
to
implement
15
the
provisions
of
this
Act
and
the
rules
shall
be
effective
16
immediately
upon
filing
unless
a
later
date
is
specified
in
the
17
rules.
Any
rules
adopted
in
accordance
with
this
section
shall
18
also
be
published
as
a
notice
of
intended
action
as
provided
19
in
section
17A.4.

Sec.
3.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
21
importance,
takes
effect
upon
enactment.

EXPLANATION
23
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
24
the
explanation’s
substance
by
the
members
of
the
general
assembly.
25
This
bill
directs
the
state
board
of
education
to
adopt
26
rules
requiring
all
higher
education
institutions
providing
27
practitioner
preparation
to
report
to
the
department
of
28
education,
no
later
than
August
1
annually,
the
percentage
of
29
students
whose
scores
on
the
subject
and
subject-area-specific
30
performance-based
assessments
were
at
or
above
the
minimum
31
passing
scores
set
by
the
department,
as
well
as
the
percentage
32
of
students
who
achieved
such
scores
on
their
first
attempt
to
33
pass
such
assessments.

The
department
must
annually
compile
the
reported
