to
read
as
follows:

It
is
necessary
to
support
industries
using
agricultural

commodities
to
increase
the
demand
for
and
production
and

consumption
of
sources
of
energy
in
order
to
reduce
the
state’s
5
dependency
upon
petroleum
products;
to
reduce
atmospheric
6
contamination
of
this
state’s
environment
from
the
combustion
7
of
fossil
fuels;
and
to
produce
coproducts,
such
as
corn
gluten
8
feed,
distillers
grain,
and
solubles,
which
can
be
used
to
9
increase
livestock
production
in
this
state.

479B.9,
Code
2025,
is
amended
to
read
as

follows:

The
commission
may
grant
a
permit
in
whole
or
in
part
upon

terms,
conditions,
and
restrictions
as
to
location
and
route

as
it
determines
to
be
just
and
proper.
The
commission
shall

change
when
determining
whether
to
grant

a
permit.
A
permit
shall
not
be
granted
to
a
pipeline
company

unless
the
commission
determines
that
the
proposed
services

will
promote
the
public
convenience
and
necessity.

This
bill
relates
to
statutory
considerations
involving
the

atmosphere
and
climate.

Under
current
law,
the
general
assembly
has
declared

as
necessary
the
support
of
industries
using
agricultural
27
commodities
in
order
to
reduce
the
state’s
dependency
upon
28
petroleum
products
and
to
reduce
atmospheric
contamination
29
caused
by
the
combustion
of
fossil
fuels.
The
bill
removes
the
30
general
assembly’s
declared
purposes
of
reducing
the
state’s
31
dependency
upon
petroleum
products
and
reducing
atmospheric
32
contamination
caused
by
the
combustion
of
fossil
fuels.
33
The
bill
prohibits
the
Iowa
utilities
commission
from
34
considering
climate
change
when
determining
whether
to
grant
a
