WHEREAS,
section
2.11
of
the
Code
provides
that
“The
4
compensation
of
the
chaplains,
officers,
and
employees
5
of
the
general
assembly
shall
be
fixed
by
joint
action
6
of
the
house
and
senate
by
resolution
at
the
opening
of
7
each
session,
or
as
soon
thereafter
as
conveniently
can
8
be
done.”;
NOW
THEREFORE,

BE
IT
RESOLVED
BY
THE
SENATE,
THE
HOUSE
OF

REPRESENTATIVES
CONCURRING,
That
the
compensation
of

the
employees
of
the
eighty-third
eighty-fourth
general

assembly
is
set,
effective
from

2009,

each
numbered
block
shall
be

the
pay

Within
each
grade

there
shall
be
seven
steps
numbered
“1”
through
“7”.

schedule
the
steps
for
all
grades
are

in
the

Each
numbered

block
is
counted
as
the

step

that
grade.
The

next
higher
block
is
counted
as
the
“2”
step;
the

higher

is
the

the

higher

is

the

the

higher

is
the

the

the

employees’
compensation
to
be
flexibly

set
anywhere
between
steps
“1”
through
“7”
for
an
4
employee’s
prescribed
pay
grade.

All
employees
shall
be
available
to
work
daily
6
until
completion
of
the
senate’s
and
house
of
7
representatives’
business.
The
employee’s
division
8
supervisor
shall
schedule
all
employees’
working
hours
9
to,
as
far
as
possible,
maintain
regular
working
hours.
10
All
employees,
other
than
those
designated
“part-
11
time”,
shall
be
compensated
for
40
hours
of
work
in
12
a
one-week
pay
period.
Secretaries
to
senators
and
13
representatives
are
presumed
to
have
40
32
hours
14
of
work
each
week
the
legislature
is
in
session
and
15
shall
be
paid
only
on
that
basis.
Full-time
employees
16
who
are
required
to
work
in
excess
of
80
hours
in
a
17
two-week
pay
period
shall
be
allowed
compensatory
time
18
off
at
a
rate
of
one
hour
for
each
hour
of
overtime
19
up
to
a
maximum
of
120
hours
of
compensatory
time.
20
Joint
security
employees
of
the
senate
and
house
of
21
representatives
may
be
compensated
for
each
hour
of
22
overtime
at
a
rate
of
pay
equal
to
one-and-one-half
23
times
the
hourly
pay
provided.
24
BE
IT
FURTHER
RESOLVED,
That
part-time
employees
25
shall
be
compensated
at
the
scheduled
hourly
rate
for
26
their
pay
grade
and
step.
27
BE
IT
FURTHER
RESOLVED,
That
in
the
event
the
28
salary
schedule
for
employees
of
the
State
of
Iowa
29
as
promulgated
by
the
department
of
administrative

pursuant
to
section
8A.413,
subsection
2,
is
1
revised
upward
at
any
time
during
the
eighty-third
2
eighty-fourth
general
assembly,
such
revised
schedule

shall
simultaneously
be
adopted
for
the
compensation

of
the
employees
of
the
eighty-third
eighty-fourth
5
general
assembly
assigned
a
grade
by
this
resolution,
6
unless
otherwise
provided
by
the
senate
and
house
of
7
representatives.

BE
IT
FURTHER
RESOLVED,
That
adjustments
in
9
the
positions
and
compensation
listed
in
this
10
resolution
may
be
made
through
an
interim
review
of
11
all
legislative
employees
for
internal
equity
and
to
12
assure
compliance
with
appropriate
legal
standards
13
for
granting
of
overtime
and
compensatory
time
off.
14
Such
review
shall
be
conducted
by
a
legislative
15
committee
made
up
of
members
of
the
service
committee
16
of
legislative
council
and
the
appropriate
salary
17
subcommittees
of
the
senate
and
house.
Only
one
such
18
review
may
be
done
in
any
fiscal
year
and
adjustments
19
suggested
must
be
approved
by
the
appropriate
hiring
20
body.

employees

full-time”

“permanent
part-time”

employed

and

state
benefits.

An
“exempt
full-time”
employee
is
one
who
is

employed
for
only
a
portion
of
the
year,
usually
the

period
of
the
legislative
sessions
with
extensions

post-session
and
pre-session
as
scheduled.
This
class

is
eligible
to
receive
state
benefits
with
the
cost
of

benefits
to
the
state
to
be
paid,
using
accrued
leave

if
authorized,
by
the
employee
when
not
on
the
payroll.

A
“session-only”
employee
is
one
who
is
employed
for

only
a
portion
of
the
year,
usually
the
legislative

session.
This
class
is
not
eligible
for
state

benefits,
except
IPERS,
and
insurance
as
provided
in

section

A
“part-time”
employee
is
one
who
is
employed
to

work
less
than

hours
per
week.
This
class
is

supervision

over

The

shall
report
the
exact

assigned
to

individual
on
the

legislative

action
is
during

interim,

the

house

Any
action
by
the
senate
or
house
to

disapprove
a
report
or
a
portion
of
a
report
shall
be

effective
the
day
after
the
action.

Recommendations
for
a
pay
grade
for
a
new
position

shall
be
developed
in
accordance
with
the
factor
scores

in
the
comparable
worth
report.
Every
four
years
the

senate
rules
and
administration
committee,
the
house

administration
and
rules
committee,
and
the
legislative
25
council
may
review
all
positions
in
the
legislative

branch
to
assure
conformity
to
comparable
worth.

That
a
senator
or

representative
may
employ
a
secretary
who
in

judgment
of
the
senator

chairperson,

FURTHER
RESOLVED,
That
permanent
employees
of

assembly
shall
receive
vacation
allowances,

sick
leave,
health
and
accident
insurance,
life

insurance,
and
disability
income
insurance
as
are

comparably
provided
for
full-time
permanent
state

employees.
The
computations
shall
be
maintained
by
the

finance
officers
in
each
house
and
coordinated
with
the

department
of
administrative
services.

RESOLVED,
That
should
any
employee

have
a
grievance,
the
grievance
shall
be
resolved
as

provided
by
procedures
determined
by
the
senate
rules

compensation

all
legislative
central
staff
agency

employees
for
the
eighty-third
eighty-fourth

assembly
as

provided
by

resolution.
The

director
of
each
legislative
central
staff
agency

shall
report
to
the
chief
clerk
of
the
house
and
the
8
secretary
of
the
senate
the
list
of
approved
positions
9
for
their
agencies
and
the
names,
grades
and
steps
of
10
each
employee.
Such
lists
shall
be
published
in
the
11
journals
of
the
house
and
the
senate
within
two
weeks
12
after
the
adoption
of
this
resolution
by
both
houses.

BE
IT
FURTHER
RESOLVED,
That
the
compensation
of

chaplains
officiating
at
the
opening
of
the
daily
15
sessions
of
the
house
of
representatives
and
the
senate
16
of
the
eighty-third
eighty-fourth
general
assembly
be

fixed
at
ten
dollars
for
each
house
of
the
general
18
assembly,
and
that
mileage
to
and
from
the
State
19
Capitol
for
chaplains
be
fixed
at
the
rate
established
20
for
members
of
the
general
assembly.
