the
United
States

government

renew
its
commitment

this
nation’s

energy
security.

WHEREAS,
in
accordance
with
the
federal
Energy
4
Policy
Act
of
2005,
Pub.
L.
No.
109-58,
as
amended
5
by
the
federal
Energy
Independence
and
Security
Act
6
of
2007,
Pub.
L.
No.
110-140,
the
United
States
has
7
demonstrated
its
commitment
to
the
long-term
policy
8
of
increasing
the
production
of
clean
renewable
fuels
9
according
to
a
renewable
fuel
standard,
sometimes
10
referred
to
as
“RFS2,”
by
requiring
the
increased
11
domestic
production
and
use
of
renewable
fuels,
which
12
include
total
renewable
biofuels
such
as
ethanol,
13
advanced
biofuels,
cellulosic
and
agricultural
14
waste-based
biofuels,
and
biomass-based
biodiesel;
and
15
WHEREAS,
RFS2
provides
the
foundation
for
16
reducing
dependence
on
foreign
sources
of
crude
oil,
17
reducing
the
price
of
domestic
transportation
fuels,
18
reducing
greenhouse
gases,
increasing
farm
income,
19
and
encouraging
the
development
and
expansion
of
a
20
new
industry,
and
consequently
promoting
economic

growth;
and
1
WHEREAS,
the
rising
price
of
petroleum
hampers
2
this
nation’s
economic
recovery
and
contributes
to
3
increasing
retail
prices,
including
increased
costs
4
attributable
to
the
transportation
of
food
and
other
5
goods,
that
drain
the
finances
of
both
consumers
and
6
business;
and
7
WHEREAS,
the
United
States
Environmental
Protection
8
Agency
is
responsible
for
establishing
and
implementing
9
RFS2,
including
by
requiring
that
certain
volumes
of
10
various
types
of
biofuels
be
blended
in
transportation
11
fuels
each
year
with
authority
to
adjust
those
volumes
12
due
to
availability;
NOW
THEREFORE,
13
BE
IT
RESOLVED
BY
THE
SENATE,
THE
HOUSE
OF
14
REPRESENTATIVES
CONCURRING,
That
the
United
States
15
government
is
urged
to
renew
its
commitment
to
this
16
nation’s
energy
security,
move
the
United
States
toward
17
greater
energy
independence
and
security
as
required
18
by
the
federal
Energy
Independence
and
Security
Act,
19
and
use
all
efforts
to
meet
the
highest
possible
20
renewable
fuel
volume
requirements
set
forth
in
RFS2
21
in
order
to
ensure
that
this
nation
achieves
energy
22
independence;
and
23
BE
IT
FURTHER
RESOLVED,
That
copies
of
this
24
resolution
be
delivered
to
the
Honorable
Bob
25
Perciasepe,
Acting
Administrator
of
the
United
States
26
Environmental
Protection
Agency;
and
27
BE
IT
FURTHER
RESOLVED,
That
copies
of
this

resolution
be
delivered
to
