S.F. 106 Section 1. Section 483A.24, subsection 19, Code 2023, is 1 amended to read as follows: 2 19. Upon payment of a fee established by rules adopted 3 pursuant to section 483A.1 for a lifetime trout fishing 4 license, the department shall issue a lifetime trout fishing 5 license to a person who is at least sixty-five years of age or 6 to a person who qualifies for the disabled veteran homestead 7 credit under section 425.15 has served in the armed forces of 8 the United States on federal active duty and who was disabled 9 or was a prisoner of war during that veteran’s military 10 service . The department shall prepare an application to be 11 used by a person requesting a lifetime trout fishing license 12 under this subsection . As used in this subsection, “disabled” 13 means entitled to a service-connected rating between zero and 14 one hundred percent under 38 U.S.C. ch. 11. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill relates to lifetime trout fishing licenses 19 available to certain disabled veterans. The bill strikes a 20 provision allowing a veteran to purchase a lifetime trout 21 fishing license if the veteran qualifies for the disabled 22 veteran homestead credit. Under the bill, a veteran can 23 qualify to purchase a lifetime trout fishing license if the 24 veteran served in the armed forces of the United States on 25 federal active duty and was disabled or was a prisoner of war 26 during that veteran’s military service.
