Section
1.
MARTIN
TREPTOW
——
CAPITOL
COMPLEX
MONUMENT.

1.
The
department
of
administrative
services,
in
2
consultation
with
the
capitol
planning
commission,
shall
3
authorize
the
placement
of
a
monument
to
Martin
Treptow
on
the
4
capitol
complex
grounds
subject
to
the
requirements
of
this
5
section.

2.
The
department
of
administrative
services
shall
7
solicit
and
approve
an
application
for
the
construction
of
a
8
monument
to
Martin
Treptow
as
an
Iowa
state
capitol
complex
9
site
feature.
An
application
for
the
construction
of
the
10
monument
shall
specify
the
design
concept
for
the
monument,
11
provide
an
estimated
total
cost
for
the
site
feature,
identify
12
planned
sources
of
funding,
provide
a
proposed
timeline
for
the
13
project,
and
such
other
information
as
the
department
requires.
14
Each
proposed
design
concept
shall
include
a
plate,
engraving,
15
or
other
method
by
which
the
poem
“My
Pledge”
by
Martin
Treptow
16
shall
appear
on
the
monument.
If
more
than
one
application
is
17
submitted,
the
department,
in
consultation
with
the
capitol
18
planning
commission,
shall
approve
the
application
that
can
19
best
meet
the
requirements
for
construction
and
maintenance
of
20
the
site
feature.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
23
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
administrative
25
services,
in
consultation
with
the
capitol
planning
commission,
26
to
authorize
the
placement
of
a
monument
to
Martin
Treptow
on
27
the
capitol
complex
grounds.
The
bill
requires
the
department
28
to
solicit
and
approve
an
application
for
the
monument,
which
29
shall
include
the
poem
“My
Pledge”
by
Martin
Treptow.
If
30
more
than
one
application
is
submitted,
the
department,
in
31
consultation
with
the
capitol
planning
commission,
shall
32
approve
the
application
that
can
best
meet
the
requirements
for
33
construction
and
maintenance
of
the
monument.
