Section
1.
Section
237A.13,
Code
2025,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION

2A.
Notwithstanding
subsections
1
and
2,
3
if
at
least
one
of
a
child’s
parents
is
under
eighteen
years
of

age,
the
child
shall
automatically
be
eligible
for
state
child
5
care
assistance.

237A.13,
subsection
8,
Code
2025,
is
amended

by
adding
the
following
new
paragraph:

state

assistance
under
subsection

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
eligibility
of
children
of
a
minor
14
parent
for
the
state
child
care
assistance
(CCA)
program.
15
The
bill
allows
the
children
of
at
least
one
minor
parent
16
to
be
automatically
eligible
for
CCA
irrespective
of
other
17
eligibility
requirements.
The
bill
prohibits
the
department
18
of
health
and
human
services
from
applying
waiting
list
19
requirements
to
the
children
for
the
purposes
of
CCA.
