subsection
1,
paragraph
c,
Code

2021,
is
amended
to
read
as
follows:

c.
“Preschool
budget
enrollment”
means
the
figure
that
is

equal
to
fifty
percent
of
the
actual
enrollment
of
eligible
4
students
in
the
preschool
programming
provided
by
a
school
5
district
approved
to
participate
in
the
preschool
program
on
6
October
1
of
the
base
year,
or
the
first
Monday
in
October
if
7
October
1
falls
on
a
Saturday
or
Sunday.
However,
for
the
8
budget
year
beginning
July
1,
2021,
only,
“preschool
budget
9
enrollment”
for
each
school
district
means
the
greater
of
the
10
amount
equal
to
the
preschool
budget
enrollment
for
the
budget
11
year
beginning
July
1,
2020,
or
the
figure
that
is
equal
to
12
fifty
percent
of
the
actual
enrollment
of
eligible
students
13
in
the
preschool
programming
provided
by
a
school
district

approved
to
participate
in
the
preschool
program
on
October
1

of
the
base
year.

2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
17
importance,
takes
effect
upon
enactment.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

For
purposes
of
calculating
each
school
district’s
preschool
22
foundation
aid
under
Code
chapter
256C,
“preschool
budget
23
enrollment”
is
defined
to
mean
the
figure
that
is
equal
to
50
24
percent
of
the
actual
enrollment
of
eligible
students
in
the
25
preschool
programming
provided
by
a
school
district
approved
to
26
participate
in
the
preschool
program
on
October
1
of
the
base
27
year,
or
the
first
Monday
in
October
if
October
1
falls
on
a
28
Saturday
or
Sunday.

This
bill
provides
that

the

beginning
