  1  1    Section 1.  GAMBLING GAMES LICENSE ISSUANCE == TERMS AND
  1  2 CONDITIONS.  The racing and gaming commission shall establish
  1  3 a process for the purpose of granting a license to conduct
  1  4 gambling games on a gambling structure pursuant to the
  1  5 requirements of this section and chapter 99F by December 1,
  1  6 2015.  Applications for a license under this section shall
  1  7 be submitted by August 1, 2015, and shall be limited to
  1  8 applications from proposed licensees for which the gambling
  1  9 structure on which gambling games are to be conducted shall be
  1 10 located in a city with a population of more than fifty thousand
  1 11 in the latest preceding certified federal census.  A license to
  1 12 conduct gambling games issued pursuant to this section shall
  1 13 provide that the premises of the licensee, including the gaming
  1 14 floor, shall, notwithstanding any provision of law to the
  1 15 contrary, be subject to the smoking prohibition requirements
  1 16 of section 142D.3.
  1 17                           EXPLANATION
  1 18 The inclusion of this explanation does not constitute agreement with
  1 19 the explanation's substance by the members of the general assembly.
  1 20    This bill requires the racing and gaming commission to
  1 21 establish a process for the purpose of granting a license to
  1 22 conduct gambling games at a gambling structure that is subject
  1 23 to the smoking prohibition requirements of Code section 142D.3,
  1 24 by December 1, 2015.  Applications for a license subject to the
  1 25 requirements of the bill shall be submitted by August 1, 2015,
  1 26 and shall be limited to a proposed licensee that will locate
  1 27 the gambling structure in a city with a population of more than
  1 28 50,000.
