  1  1    Section 1.  Section 321M.3, Code 2017, is amended to read as
  1  2 follows:
  1  3    321M.3  Authorization to issue licenses.
  1  4    Adair, Adams, Allamakee, Appanoose, Audubon, Benton, Boone,
  1  5 Bremer, Buchanan, Buena Vista, Butler, Calhoun, Carroll, Cass,
  1  6 Cedar, Cherokee, Chickasaw, Clarke, Clay, Clayton, Crawford,
  1  7 Dallas, Davis, Decatur, Delaware, Dickinson, Emmet, Fayette,
  1  8 Floyd, Franklin, Fremont, Greene, Grundy, Guthrie, Hamilton,
  1  9 Hancock, Hardin, Harrison, Henry, Howard, Humboldt, Ida,
  1 10 Iowa, Jackson, Jasper, Jefferson, Jones, Keokuk, Kossuth,
  1 11 Lee, Louisa, Lucas, Lyon, Madison, Mahaska, Marion, Mills,
  1 12 Mitchell, Monona, Monroe, Montgomery, O'Brien, Osceola,

  1 16 counties shall be authorized to issue driver's licenses,
  1 17 nonoperator identification cards, and persons with disabilities
  1 18 identification devices on a permanent basis, provided that
  1 19 such counties continue to meet the department's standards for
  1 20 issuance.
  1 21                           EXPLANATION
  1 22 The inclusion of this explanation does not constitute agreement with
  1 23 the explanation's substance by the members of the general assembly.
  1 24    Code section 321M.3 authorizes certain counties to issue
  1 25 driver's licenses, nonoperator identification cards, and
  1 26 persons with disabilities identification devices, provided the
  1 27 counties continue to meet the department of transportation's
  1 28 standards for issuance. This bill adds Carroll and Clay
  1 29 counties to the list of authorized counties.
