Limitation
on
expenditure

of
certain
public
moneys
for
high
school
organizations
——
school

classifications.

1.
For
the
purposes
of
this
section:
4
a.
“Extracurricular
interscholastic
activity”
means
a
contest
5
or
competition
for
academics,
arts,
music,
speech,
or
sports
6
between
different
schools
and
outside
the
regular
scope
of
a
7
school’s
curriculum.
8
b.
“Organization”
means
a
corporation,
association,
9
or
organization
which
has
as
one
of
its
primary
purposes
10
the
sponsoring
or
administration
of
an
extracurricular
11
interscholastic
activity,
but
does
not
include
an
agency
of
12
this
state,
a
public
or
private
school
or
school
board,
or
an
13
athletic
conference
or
other
association
whose
interscholastic
14
contests
or
competitions
do
not
include
more
than
twenty-four
15
schools.

a.
On
or
after
January
1,
2023,
a
school
district
17
shall
not
expend
any
moneys
to
pay
dues
or
membership
fees
18
to
an
organization
unless
the
organization
classifies,
for
19
the
purposes
of
an
extracurricular
interscholastic
activity,
20
each
nonpublic
school
one
classification
higher
than
the
21
classification
the
nonpublic
school
would
have
been
assigned
22
based
on
enrollment.

b.
This
subsection
shall
not
apply
when
a
nonpublic
school
24
is
already
in
the
classification
with
the
largest
schools
25
based
on
enrollment
or
if
the
extracurricular
interscholastic
26
activity
is
not
divided
into
classifications.

c.
This
subsection
shall
be
applied
on
a
per
extracurricular
28
interscholastic
activity
basis.

3.
a.
On
or
after
January
1,
2023,
an
accredited
or
30
unaccredited
nonpublic
school
shall
not
expend
any
moneys
31
originating
from
the
state
to
pay
dues
or
membership
fees
32
to
an
organization
unless
the
organization
classifies,
for
33
the
purposes
of
an
extracurricular
interscholastic
activity,
34
each
nonpublic
school
one
classification
higher
than
the

This
bill
relates
to
the
expenditure
of
public
moneys
for
12
dues
or
membership
fees
to
high
school
organizations
that
do
13
not
meet
certain
requirements
concerning
school
classifications
14
for
extracurricular
interscholastic
activities.

The
bill
defines
“extracurricular
interscholastic
activity”
16
as
a
contest
or
competition
for
academics,
arts,
music,
speech,
17
or
sports
between
different
schools
and
outside
the
regular
18
scope
of
a
school’s
curriculum.

The
bill
defines
“organization”
as
a
corporation,
20
association,
or
organization
which
has
as
one
of
its
primary
21
purposes
the

does
not

bill
prohibits
a
school
district
from

or
membership
fees
to

school

organization

the
purposes

extracurricular
interscholastic

activities,
each
nonpublic
school
one
classification
higher
31
than
the
classification
the
nonpublic
school
would
have
been
32
assigned
based
on
enrollment.
The
bill
does
not
apply
when
33
a
nonpublic
school
is
already
in
the
classification
with
the
34
largest
schools
based
on
enrollment
or
if
the
activity
is
not
