  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 35A.5, Code 2018, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  16A.  Establish a program to provide for the
  1  4 designation of a small business, as defined in section 15.102,
  1  5 that is fifty=one percent or more owned, operated, and actively
  1  6 managed by one or more veterans as a "veteran=owned" business.
  1  7                           EXPLANATION
  1  8 The inclusion of this explanation does not constitute agreement with
  1  9 the explanation's substance by the members of the general assembly.
  1 10    This bill requires the department of veterans affairs to
  1 11 establish a program for the designation of a small business as
  1 12 a "veteran=owned" business.
