Section 299A.1, subsection 2, paragraph b, 1 2 subparagraph (6), Code 2018, is amended to read as follows: 1 3 (6) Provides,upon written request fromby September 1, 1 4 annually, to the superintendent of the school district in 1 5 which the independent private instruction is provided, or 1 6 from the director of the department of education, a report 1 7 identifying the primary instructor, location, name of the 1 8 authority responsible for the independent private instruction, 1 9 and the names of the students enrolled. In addition, by 1 10 September 1, annually, the parent, guardian, or legal custodian 1 11 of a child who intends to place the child under independent 1 12 private instruction for the school year shall provide to the 1 13 superintendent of the school district in which the child 1 14 resides written notice of such intent. 1 15 EXPLANATION 1 16 The inclusion of this explanation does not constitute agreement with 1 17 the explanation's substance by the members of the general assembly. 1 18 This bill makes a voluntary reporting requirement relating 1 19 to independent private instruction mandatory, and establishes a 1 20 notice requirement for the parent, guardian, or legal custodian 1 21 of a child who places the child under independent private 1 22 instruction. 1 23 Currently, the authority responsible for independent private 1 24 instruction must submit a report relating to the instructors, 1 25 instruction, and the children placed, to the superintendent 1 26 of the school district in which the independent private 1 27 instruction is provided or to the director of the department of 1 28 education upon receiving a written request. The bill requires 1 29 that the report be provided to the superintendent by September 1 30 1, annually, and eliminates reference to the director. 1 31 The bill also requires the parent, guardian, or legal 1 32 custodian of a child who intends to place the child under 1 33 independent private instruction for the school year to provide 1 34 to the superintendent of the school district in which the child 1 35 resides written notice of such intent by September 1, annually.
