NEW SECTION. 455A.14 Lake Manawa state park user 1 2 fee pilot program. 1 3 1. A lake Manawa state park user fee pilot program is 1 4 established within the department. Notwithstanding section 1 5 461A.35A, the department shall develop and administer the pilot 1 6 program as follows: 1 7 a. The department shall charge an entrance fee of five 1 8 dollars per vehicle for a nonresident of the state. 1 9 b. A nonresident may pay a fee of forty dollars for an 1 10 annual pass that grants daily entrance into the state park 1 11 through one year after the date of purchase. The nonresident 1 12 may purchase a second annual pass for use for a different 1 13 vehicle for fifteen dollars. 1 14 c. The department has the authority to charge separate 1 15 fees to a resident and nonresident for campsite and shelter 1 16 reservations. 1 17 d. The department may determine the most effective and 1 18 efficient way to collect fees and provide proof of payment. 1 19 2. This section is repealed July 1, 2021. 1 20 EXPLANATION 1 21 The inclusion of this explanation does not constitute agreement with 1 22 the explanation's substance by the members of the general assembly. 1 23 This bill establishes a pilot program to collect fees from 1 24 nonresidents at lake Manawa state park. 1 25 Current law prohibits the department of natural resources 1 26 from imposing an entrance fee on any person entering a state 1 27 park. Notwithstanding this provision, the bill allows 1 28 the department to impose an entrance fee of $5 only upon 1 29 nonresidents who enter lake Manawa state park on a per vehicle 1 30 basis for one day of admission. The bill allows a nonresident 1 31 to purchase an annual pass for $40 that grants daily access 1 32 to the park through one year after the date of purchase. 1 33 A nonresident who purchases an annual pass may purchase a 1 34 second annual pass to use for a different vehicle for $15. 1 35 The bill allows the department to decide whether to charge 2 1 separate nonresident and resident fees for camping and shelter 2 2 reservations. The bill gives the department discretion to 2 3 determine an effective method of collecting fees. 2 4 The pilot program is repealed on July 1, 2021. LSB 5418XS (5) 87 js/rn
