Section 257.8, subsection 5, Code 2016, is 1 4 amended to read as follows: 1 5 5. Alternate supplemental state aid == definitions. 1 6 a. For budget years beginning July 1, 2000, and subsequent 1 7 budget years, references to the terms "supplemental state aid", 1 8 "regular program state cost per pupil", and "regular program 1 9 district cost per pupil" shall mean those terms as calculated 1 10 for those school districts that calculated regular program 1 11 supplemental state aid for the school budget year beginning 1 12 July 1, 1999, with the additional thirty=eight dollars 1 13 specified in section 257.8, subsection 4, Code 2013. 1 14 b. For budget years beginning July 1, 2017, and subsequent 1 15 budget years, references to "supplemental state aid" and 1 16 "regular program state cost per pupil" shall mean those terms 1 17 as calculated including the additional amounts for specified 1 18 budget years under section 257.9, subsection 2, paragraphs "b" 1 19 and "c", and references to "regular program district cost per 1 20 pupil" shall mean that term including any adjustments made under 1 21 section 257.10, subsection 2. 1 22 Sec. 2. Section 257.9, subsection 2, Code 2016, is amended 1 23 to read as follows: 1 24 2. Regular program state cost per pupil for 1992=1993 and 1 25 succeeding years. 1 26 a. For the budget year beginning July 1, 1992, and 1 27 succeeding budget years beginning before July 1, 2017, the 1 28 regular program state cost per pupil for a budget year is the 1 29 regular program state cost per pupil for the base year plus the 1 30 regular program supplemental state aid for the budget year. 1 31 b. For the budget year beginning July 1, 2017, the regular 1 32 program state cost per pupil is the regular program state 1 33 cost per pupil for the base year plus the regular program 1 34 supplemental state aid for the budget year, plus five dollars. 1 35 c. For the budget year beginning July 1, 2018, the regular 2 1 program state cost per pupil is the regular program state 2 2 cost per pupil for the base year plus the regular program 2 3 supplemental state aid for the budget year, plus ten dollars. 2 4 d. For the budget year beginning July 1, 2019, and 2 5 succeeding budget years beginning before July 1, 2027, the 2 6 regular program state cost per pupil for a budget year is the 2 7 regular program state cost per pupil for the base year plus the 2 8 regular program supplemental state aid for the budget year, 2 9 plus twenty dollars. 2 10 e. For the budget year beginning July 1, 2027, and 2 11 succeeding budget years, the regular program state cost per 2 12 pupil for a budget year is the regular program state cost per 2 13 pupil for the base year plus the regular program supplemental 2 14 state aid for the budget year. 2 15 Sec. 3. Section 257.10, subsection 2, Code 2016, is amended 2 16 by adding the following new paragraph: 2 17 NEW PARAGRAPH. c. For the budget year beginning July 1, 2 18 2017, and succeeding budget years, if the regular program 2 19 district cost per pupil for the budget year calculated under 2 20 this subsection in any school district is less than the 2 21 regular program state cost per pupil for the budget year, the 2 22 department of management shall increase the regular program 2 23 district cost per pupil of that district to an amount equal to 2 24 the regular program state cost per pupil for the budget year. 2 25 DIVISION II 2 26 SCHOOL DISTRICT SUPPLEMENTARY WEIGHTING 2 27 Sec. 4. Section 257.11, Code 2016, is amended by adding the 2 28 following new subsection: 2 29 NEW SUBSECTION. 7A. School district transportation costs. 2 30 a. In order to provide additional funds for school district 2 31 transportation costs resulting from the transportation of 2 32 resident pupils required by chapter 285, a supplementary 2 33 weighting plan for such pupils is adopted. 2 34 b. Each school district shall be assigned a supplementary 2 35 weighting amount as follows: 3 1 (1) For the budget year beginning July 1, 2017, ten percent 3 2 of the combined weighting amount calculated under paragraph 3 3 "c", subparagraph (2), for that budget year. 3 4 (2) For the budget year beginning July 1, 2018, twenty 3 5 percent of the combined weighting amount calculated under 3 6 paragraph "c", subparagraph (2), for that budget year. 3 7 (3) For the budget year beginning July 1, 2019, thirty 3 8 percent of the combined weighting amount calculated under 3 9 paragraph "c", subparagraph (2), for that budget year. 3 10 (4) For the budget year beginning July 1, 2020, forty 3 11 percent of the combined weighting amount calculated under 3 12 paragraph "c", subparagraph (2), for that budget year. 3 13 (5) For the budget year beginning July 1, 2021, fifty 3 14 percent of the combined weighting amount calculated under 3 15 paragraph "c", subparagraph (2), for that budget year. 3 16 (6) For the budget year beginning July 1, 2022, sixty 3 17 percent of the combined weighting amount calculated under 3 18 paragraph "c", subparagraph (2), for that budget year. 3 19 (7) For the budget year beginning July 1, 2023, seventy 3 20 percent of the combined weighting amount calculated under 3 21 paragraph "c", subparagraph (2), for that budget year. 3 22 (8) For the budget year beginning July 1, 2024, eighty 3 23 percent of the combined weighting amount calculated under 3 24 paragraph "c", subparagraph (2), for that budget year. 3 25 (9) For the budget year beginning July 1, 2025, ninety 3 26 percent of the combined weighting amount calculated under 3 27 paragraph "c", subparagraph (2), for that budget year. 3 28 (10) For the budget year beginning July 1, 2026, and each 3 29 succeeding budget year, one hundred percent of the combined 3 30 weighting amount calculated under paragraph "c", subparagraph 3 31 (2), for that budget year. 3 32 c. (1) (a) Transportation cost factor. For each budget 3 33 year beginning on or after July 1, 2017, the department of 3 34 management shall calculate for each school district all of the 3 35 following: 4 1 (i) The sum of the school district's total transportation 4 2 costs incurred for the transportation of pupils required under 4 3 chapter 285 for the three years immediately preceding the base 4 4 year. 4 5 (ii) The sum of the school district's regular program 4 6 district cost for the three years immediately preceding the 4 7 base year, excluding amounts attributable to budget adjustments 4 8 received under section 257.14. 4 9 (iii) The school district's budget enrollment multiplied by 4 10 the quotient of the school district's amount under subparagraph 4 11 subdivision (i) divided by the school district's amount under 4 12 subparagraph subdivision (ii). 4 13 (iv) The school district's amount under subparagraph 4 14 subdivision (iii) divided by the sum of the amounts calculated 4 15 under subparagraph subdivision (iii) for all school districts. 4 16 (v) The amount calculated under subparagraph subdivision 4 17 (iv) multiplied by fifty percent of the sum of all school 4 18 districts' transportation costs incurred for the transportation 4 19 of pupils required under chapter 285 for the year preceding the 4 20 base year. 4 21 (vi) The quotient of the amount calculated under 4 22 subparagraph subdivision (v) divided by the regular program 4 23 state cost per pupil for the base year. 4 24 (b) Budget enrollment factor. For each budget year 4 25 beginning on or after July 1, 2017, the department of 4 26 management shall calculate for each school district all of the 4 27 following: 4 28 (i) The quotient of the school district's budget enrollment 4 29 divided by the statewide total budget enrollment multiplied by 4 30 five percent of the sum of all school districts' transportation 4 31 costs incurred for the transportation of pupils required under 4 32 chapter 285 for the year preceding the base year. 4 33 (ii) The amount calculated under subparagraph subdivision 4 34 (i) divided by the regular program state cost per pupil for the 4 35 base year. 5 1 (c) Route miles factor. For each budget year beginning 5 2 on or after July 1, 2017, the department of management shall 5 3 calculate for each school district all of the following: 5 4 (i) The quotient of the school district's total route 5 5 miles traveled for the transportation of pupils required under 5 6 chapter 285 for the year preceding the base year divided by the 5 7 school district's budget enrollment. 5 8 (ii) The school district's amount under subparagraph 5 9 subdivision (i) divided by the sum of the amounts calculated 5 10 under subparagraph subdivision (i) for all school districts. 5 11 (iii) The amount calculated under subparagraph subdivision 5 12 (ii) multiplied by forty=five percent of the sum of all school 5 13 districts' transportation costs incurred for the transportation 5 14 of pupils required under chapter 285 for the year preceding the 5 15 base year. 5 16 (iv) The amount calculated under subparagraph subdivision 5 17 (iii) divided by the regular program state cost per pupil for 5 18 the base year. 5 19 (2) The combined weighting amount for each school district 5 20 is the sum of the following: 5 21 (a) The amount calculated under subparagraph (1), 5 22 subparagraph division (a), subparagraph subdivision (vi). 5 23 (b) The amount calculated under subparagraph (1), 5 24 subparagraph division (b), subparagraph subdivision (ii). 5 25 (c) The amount calculated under subparagraph (1), 5 26 subparagraph division (c), subparagraph subdivision (iv). 5 27 d. Funding received by a school district as the result of 5 28 supplementary weighting under this subsection shall not affect 5 29 a school district's eligibility for transportation assistance 5 30 under section 257.31, subsection 17. 5 31 e. Funding received by a school district as the result 5 32 of supplementary weighting under this subsection shall be 5 33 used only for transportation costs incurred in providing 5 34 transportation to pupils required by chapter 285. 5 35 f. On or before December 1, 2022, and on or before December 6 1 1 every five years thereafter, the director of the department 6 2 of education shall compile and review the data collected as 6 3 a result of the supplementary weighting provided under this 6 4 subsection and shall prepare a report to the general assembly 6 5 containing analysis of the supplementary weighting plan's 6 6 efficacy and recommendations for changes. 6 7 EXPLANATION 6 8 The inclusion of this explanation does not constitute agreement with 6 9 the explanation's substance by the members of the general assembly. 6 10 This bill relates to school district finance by modifying 6 11 provisions relating to the calculation of the regular program 6 12 state cost per pupil and the regular program district cost 6 13 per pupil and establishing a supplementary weighting plan for 6 14 certain mandatory school district transportation costs. 6 15 Division I of the bill relates to the determination of the 6 16 regular program state cost per pupil and the determination of 6 17 regular program state cost per pupil for school districts. 6 18 Those amounts are used to determine supplemental state aid 6 19 amounts for each school budget year, determining the budget 6 20 authority for each school district, and determining amounts 6 21 of preschool foundation aid for schools participating in the 6 22 statewide preschool program for four=year=old children under 6 23 Code chapter 256C. 6 24 Current Code section 257.9 provides that for the budget 6 25 year beginning July 1, 1992, and succeeding budget years, the 6 26 regular program state cost per pupil for a budget year is the 6 27 regular program state cost per pupil for the base year plus the 6 28 regular program supplemental state aid for the budget year. 6 29 Under the bill, for the budget year beginning July 1, 2017, 6 30 the regular program state cost per pupil is the regular program 6 31 state cost per pupil for the base year plus the regular program 6 32 supplemental state aid for the budget year, plus $5. For 6 33 the budget year beginning July 1, 2018, the regular program 6 34 state cost per pupil is the regular program state cost per 6 35 pupil for the base year plus the regular program supplemental 7 1 state aid for the budget year, plus $10. For the budget year 7 2 beginning July 1, 2019, and succeeding budget years beginning 7 3 before July 1, 2027, the regular program state cost per pupil 7 4 is the regular program state cost per pupil for the base 7 5 year plus the regular program supplemental state aid for the 7 6 budget year, plus $20. Then with the budget year beginning 7 7 July 1, 2027, and succeeding budget years, the regular program 7 8 state cost per pupil will again be calculated as the regular 7 9 program state cost per pupil for the base year plus the regular 7 10 program supplemental state aid for the budget year without any 7 11 additional amount added. 7 12 The bill amends Code section 257.10 to provide that if 7 13 the regular program district cost per pupil for the budget 7 14 year calculated in any school district is less than the 7 15 regular program state cost per pupil for the budget year, the 7 16 department of management shall increase the regular program 7 17 district cost per pupil of that district to an amount equal to 7 18 the regular program state cost per pupil for the budget year. 7 19 Division II of the bill establishes a supplementary 7 20 weighting plan for school district transportation costs 7 21 resulting from the transportation of pupils as required under 7 22 Code chapter 285. 7 23 The bill establishes a methodology for calculating the 7 24 amount of supplementary weighting assigned to each school 7 25 district. The calculation is made using school district 7 26 transportation cost data, school district enrollment data, and 7 27 school district transportation route mile data. The amount of 7 28 the supplementary weighting is phased in over a period of 10 7 29 school budget years beginning with the budget year beginning 7 30 July 1, 2017. 7 31 The bill specifies that funding received by a school 7 32 district as the result of supplementary weighting in the 7 33 bill does not affect a school district's eligibility for 7 34 transportation assistance granted by the school budget review 7 35 committee and requires that funding received by a school 8 1 district as the result of the supplementary weighting be 8 2 used only for transportation costs incurred in providing 8 3 transportation to those pupils specified in the bill. 8 4 The bill requires the director of the department of 8 5 education to, on or before December 1, 2022, and on or before 8 6 December 1 every five years thereafter, compile and review 8 7 the data collected as a result of the supplementary weighting 8 8 provided in the bill and to prepare a report to the general 8 9 assembly containing analysis of the supplementary weighting 8 10 plan's efficacy and recommendations for changes.
