Section
1.
FINDINGS.
The
general
assembly
finds
all
of
the
1
following:
2
1.
According
to
the
Iowa
department
on
aging,
there
are
3
currently
five
hundred
fourteen
thousand
two
hundred
fifteen
4
Iowans
age
sixty-five
and
older,
constituting
sixteen
and
5
four-tenths
percent
of
Iowa’s
total
population,
and
of
this
6
number
one
hundred
fifty-six
thousand
six
hundred
two
are
7
living
with
at
least
one
disability
that
requires
assistance.

2.
The
number
of
Iowans
age
sixty-five
and
older
continues
9
to
grow,
with
an
estimated
six
hundred
seventy-seven
thousand
10
two
hundred
sixty-six
Iowans
age
sixty-five
and
older
projected
11
to
be
living
in
Iowa
by
2050,
constituting
twenty
percent
of
12
the
population
in
each
of
seventy-three
of
Iowa’s
ninety-nine
13
counties
and
nineteen
and
seven-tenths
percent
of
the
state’s
14
total
population.

According
to
the
kaiser
family
foundation,
spending
16
on
Medicare
beneficiaries
in
the
last
year
of
life
accounts
17
for
about
twenty-five
percent
of
total
Medicare
spending
on
18
beneficiaries
age
sixty-five
and
older.

4.
According
to
2018
Alzheimer’s
association
data,
the
20
estimated
lifetime
cost
of
care
for
an
individual
living
with
a
21
dementia-related
illness
is
three
hundred
forty-one
thousand
22
eight
hundred
forty
dollars.

5.
In
Iowa,
one
hundred
thirty-six
thousand
caregivers
24
provided
one
hundred
fifty-four
million
total
hours
valued
at
25
one
billion
nine
hundred
forty
million
dollars
of
unpaid
care
26
in
2017,
resulting
in
ninety-eight
million
dollars
in
higher
27
health
care
costs
of
caregivers.

6.
In
Iowa,
the
2018
Medicaid
program
costs
of
caring
for
29
people
with
Alzheimer’s
was
six
hundred
thirty
million
dollars,
30
an
increase
of
twenty-three
and
seven-tenths
percent
compared
31
to
2015.
32
7.
In
Iowa,
Medicare
spending
for
people
with
dementia
in
33
2017
was
sixteen
thousand
nine
hundred
thirty
one
dollars
per
34
capita.

THE

The
department
of
public

health
and
the
department
on
aging
shall
convene
a
stakeholder
3
conference
to
conduct
a
statewide
discussion
regarding
the
4
state’s
strategy
to
address
the
increasing
aging
population
5
in
Iowa
and
its
effect
on
the
state
and
Iowa’s
communities,
6
including
the
increasing
prevalence
of
Alzheimer’s
and
other
7
forms
of
dementia.
The
departments
shall
report
findings
and
8
recommendations
from
the
conference
to
the
governor
and
the
9
general
assembly
by
November
15,
2021.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
addressing
the
state’s
increasing

aging
population.
The
bill
includes
findings
and
directs

the
department
of
public
health
and
the
department
on
aging

to
convene
a
stakeholder
conference
to
conduct
a
statewide

discussion
regarding
the
state’s
strategy
to
address
the

aging
population
in
Iowa
and
its

the
