Section
1.
Section
321.34,
Code
2020,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
11D.
Flying
our
colors
plates.
3
a.
Upon
application
and
payment
of
the
proper
fees,
the
4
director
may
issue
flying
our
colors
plates
to
the
owner
of
a
5
motor
vehicle
subject
to
registration
under
section
321.109,
6
subsection
1,
autocycle,
motor
truck,
motor
home,
multipurpose
7
vehicle,
motorcycle,
trailer,
or
travel
trailer.
8
b.
Flying
our
colors
plates
shall
be
designed
by
the
9
department.
Flying
our
colors
plates
shall
be
navy
along
the
10
top
and
red
along
the
bottom,
and
contain
a
white
space
in
the
11
middle
of
the
plate
which
shall
include
the
plate’s
letters
and
12
numbers
in
black
and
a
gray
image
of
a
bald
eagle
behind
the
13
plate’s
letters
and
numbers.

The
special
flying
our
colors
fee
for
letter-number
15
designated
flying
our
colors
plates
is
thirty-five
dollars.

An
applicant
may
obtain
personalized
flying
our
colors
plates
17
upon
payment
of
the
fee
for
personalized
plates
as
provided
in
18
subsection
5,
which
is
in
addition
to
the
special
fee.
The
19
fees
collected
by
the
director
under
this
subsection
shall
be
20
paid
monthly
to
the
treasurer
of
state
and
deposited
in
the
21
road
use
tax
fund.

(2)
The
treasurer
of
state
shall
credit
monthly
from
the
23
statutory
allocations
fund
created
under
section
321.145,
24
subsection
2,
to
the
flood
mitigation
fund
created
under
25
section
418.10,
the
amount
of
the
special
fees
collected
in
the
26
previous
month
for
flying
our
colors
plates.
This
subparagraph
27
is
repealed
July
1,
2023.

d.
Upon
receipt
of
the
special
registration
plates,
the
29
applicant
shall
surrender
the
current
registration
plates
to
30
the
county
treasurer.
The
county
treasurer
shall
validate
31
the
special
registration
plates
in
the
same
manner
as
regular
32
registration
plates
are
validated
under
this
section.
The
33
annual
special
flying
our
colors
fee
for
letter-number
34
designated
flying
our
colors
plates
is
ten
dollars
which
35

shall
be
paid
in
addition
to
the
regular
annual
registration

fee.
The
annual
fee
for
personalized
flying
our
colors
2
plates
is
five
dollars
which
shall
be
paid
in
addition
to
the
3
annual
special
flying
our
colors
fee
and
the
regular
annual
4
registration
fee.
The
annual
special
flying
our
colors
fee
5
shall
be
credited
as
provided
under
paragraph
“c”
.

Sec.
2.
Section
321.166,
subsection
9,
Code
2020,
is
amended
7
to
read
as
follows:

9.
Special
registration
plates
issued
pursuant
to
section
9
321.34
,
other
than
gold
star,
medal
of
honor,
collegiate,
10
fire
fighter,
natural
resources,
and
blackout
,
and
flying
11
our
colors
registration
plates,
shall
be
consistent
with
the
12
design
and
color
of
regular
registration
plates
but
shall
13
provide
a
space
on
a
portion
of
the
plate
for
the
purpose
of
14
allowing
the
placement
of
a
distinguishing
processed
emblem
or
15
an
organization
decal.
Special
registration
plates
shall
also
16
comply
with
the
requirements
for
regular
registration
plates
17
as
provided
in
this
section
to
the
extent
the
requirements
are
18
consistent
with
the
section
authorizing
a
particular
special
19
vehicle
registration
plate.

EXPLANATION
21
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
22
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
authorizes
the
department
of
transportation
24
(DOT)
to
issue
flying
our
colors
special
registration
plates.
25
The
bill
requires
that
the
flying
our
colors
plate
is
to
be
26
designed
with
navy
along
the
top,
red
along
the
bottom,
and
27
contain
a
white
space
in
the
middle
of
the
plate
which
must
28
include
the
plate’s
letters
and
numbers
in
black
and
an
image
29
of
a
bald
eagle
behind
the
plate’s
letters
and
numbers.

The
bill
provides
that
a
special
flying
our
colors
fee
for
31
letter-number
designated
flying
our
colors
plates
is
$35
and
32
that
an
applicant
may
obtain
personalized
flying
our
colors
33
plates
upon
the
payment
of
the
$25
fee
for
personalized
plates
34
set
forth
under
current
law,
which
is
in
addition
to
the
35

fee.
The
bill
requires
the
fees

collected
by
the
DOT
for
the
flying
our
colors
plates
to
be

paid

to
the

must
