An
enrich
Iowa
program
is
established
in
the
department

to
provide
direct
state
assistance
to
public
libraries,
to

support
the
open
access
and
access
plus
interlibrary
loan

programs,
to
provide
public
libraries
with
an
incentive
16
to
improve
library
services
that
are
in
compliance
with
17
performance
measures,
and
to
reduce
inequities
among
18
communities
in
the
delivery
of
library
services
based
on
19
performance
measures
adopted
by
rule
by
the
commission.
The
20
commission
shall
adopt
rules
governing
the
allocation
of
21
funds
appropriated
by
the
general
assembly
for
purposes
of
22
this
section
to
provide
direct
state
assistance
to
eligible
23
public
libraries.
A
public
library
is
eligible
for
funds
under
24
this
subchapter
if
it
is
in
compliance
with
the
commission’s
25
performance
measures.

subsection
2,
Code
2024,
is
amended

read
as

money
is
appropriated
for
this
purpose,
by

a
report
which
contains
the
name,
gender,

of
residence
when
possible,
official
title,

salary
received
during
the
previous
fiscal
year,
base
salary

on
July
1
of
the
current
fiscal
year,
and
traveling

and
subsistence
expense
of
the
personnel
of
each
of
the

departments,
boards,
and
commissions
of
the
state
government

who
receive
an
annual
salary

thousand
dollars.
The
number
of
the
personnel
and
the

received

employees
who
have
drawn
salaries,
fees,
or

expense
allowances
from
more
than
one
department
or
subdivision
5
shall
be
listed
separately
under
the
proper
departmental
6
heading.
On
the
request
of
the
director,
the
head
of
each
7
department,
board,
or
commission
shall
furnish
the
data
8
covering
that
agency.
The
report
shall
be
distributed
upon
9
request
without
charge
in
an
electronic
medium
to
each
caucus
10
of
the
general
assembly,
the
legislative
services
agency,
the
11
chief
clerk
of
the
house
of
representatives,
and
the
secretary
12
of
the
senate
made
available
on
an
internet
site
maintained
13
by
the
department
.
Copies
Upon
request,
copies
of
the
report
14
shall
be
made
available
to
other
persons
in
an
electronic
15
medium
upon
payment
of
a
fee,
which
shall
not
exceed
the
cost
16
of
providing
the
copy
of
the
report.
Sections
22.2
through
17
22.5
apply
to
the
report.
All
funds
from
the
sale
of
the
report
18
shall
be
deposited
in
the
printing
revolving
fund
established
19
in
section
8A.345
.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
22
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
duties
of
the
department
of
24
administrative
services
(DAS).
25
The
bill
eliminates
the
requirement
that
the
state
librarian
26
submit
a
biennial
report
to
the
governor
on
the
activities
of
27
DAS
relating
to
library
services.
As
the
eliminated
provision
28
contains
the
only
biennial
report
in
the
Code
for
the
state
29
librarian,
the
bill
also
strikes
a
corresponding
provision
30
applying
general
biennial
reporting
requirements
to
the
state
31
librarian.

Under
Code
section
8E.210,
DAS
is
still
obligated
to
33
prepare
an
annual
report
of
its
performance,
including
how
it
34
has
reallocated
resources
in
the
previous
fiscal
year,
for
35

submission
to
the
department
of
management.

The
bill
strikes
the
requirement
that
DAS
develop
and
2
approve
a
biennial
unified
plan
of
service
and
service
delivery
3
for
DAS
as
part
of
DAS’s
library
services.

The
bill
strikes
DAS’s
obligation
to
establish
and
5
administer
standards
for
state
agency
libraries.
6
The
bill
eliminates
a
reference
to
“access
plus
programs”
7
of
public
libraries
for
purposes
of
the
duty
of
the
department
8
to
support
such
programs
under
the
enrich
Iowa
program,
and
9
substitutes
the
term
“interlibrary
loan
programs”
for
such
10
purposes.

The
bill
requires
DAS
to
make
the
report
on
state
employee
12
salaries
available
on
its
internet
site
and
to
provide
an
13
electronic
copy
of
the
report
to
any
person
upon
request
and
14
payment
of
a
fee.
The
bill
also
strikes
the
requirement
that
15
DAS
provide
without
charge
an
electronic
copy
of
the
report
to
16
each
caucus
of
the
general
assembly,
the
legislative
services
17
agency,
the
chief
clerk
of
the
house
of
representatives,
and
18
the
secretary
of
the
senate.
