Section
1.
NEW
SECTION
.
483A.8D
Deer-motor
vehicle
1
collision
license
and
tag.
2
1.
As
used
in
this
section:
3
a.
“Deer-motor
vehicle
collision”
means
an
accident
that
4
occurs
on
a
roadway
when
a
deer
suddenly
enters
the
path
of
a
5
motor
vehicle
and
the
motor
vehicle
strikes
the
deer.
6
b.
“Roadway”
means
the
same
as
defined
in
section
321.1.

2.
Upon
submission
of
a
police
report
or
an
insurance
8
claim
detailing
a
deer-motor
vehicle
collision
in
the
state
9
and
subsequent
verification
of
the
report
by
the
department,
10
the
department
shall
issue
to
a
resident
with
a
valid
hunting
11
license
involved
in
a
deer-motor
vehicle
collision
one
free
12
antlerless
deer
only
deer
hunting
license
and
tag
to
be
used
13
by
the
resident
in
a
current
or
upcoming
hunting
season,
but
14
the
license
and
tag
shall
expire
fifteen
months
after
issuance.

A
resident
using
a
license
and
tag
issued
pursuant
to
this
16
section
may
use
any
method
of
take
authorized
for
the
season
17
being
hunted,
subject
to
any
other
restrictions
that
may
apply.

3.
A
resident
who
receives
a
free
antlerless
deer
only
19
deer
hunting
license
and
tag
under
subsection
2
may
transfer
20
the
license
and
tag
to
a
youth
hunter.
A
resident
may
also
21
transfer
the
free
antlerless
deer
only
deer
hunting
license
and
22
tag
to
the
county
recorder’s
office
of
the
resident’s
county
23
for
issuance
and
use
in
the
county.
The
transferred
licenses
24
and
tags
shall
be
issued
at
no
cost
to
the
county
residents
and
25
distributed
at
the
discretion
of
the
county
recorder’s
office.

4.
This
section
shall
not
be
construed
to
impose
liability
27
on
the
state
for
damage
to
private
property
or
bodily
injury
28
resulting
from
a
deer-motor
vehicle
collision.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the

members

the

This
bill
relates
to
deer
hunting
licenses
issued
as
a
result

of
a
deer-motor
vehicle
collision.

Under
the
bill,
a
resident
with
a
valid
hunting
license
who
35

has
been
involved
in
a
deer-motor
vehicle
collision
may
submit
1
a
police
report
or
insurance
claim
detailing
the
deer-motor
2
vehicle
collision
to
the
department
of
natural
resources
to

receive
one
free
antlerless
deer
only
deer
hunting
license
4
and
tag
to
be
used
in
a
current
or
upcoming
hunting
season.
5
The
license
and
tag
shall
expire
15
months
after
issuance.
A

resident
using
a
license
and
tag
issued
pursuant
to
the
bill
7
may
use
any
method
of
take

the

The
bill
authorizes
a
person
who

the
bill
