S.F. 2383 Section 1. CONTINUITY OF CARE AND NONMEDICAL SWITCHING 1 PRACTICES INTERIM STUDY COMMITTEE. 2 1. The legislative council is requested to establish a study 3 committee to meet during the 2020 legislative interim to review 4 and evaluate the current continuity of care and nonmedical 5 switching practices of health carriers, health benefit plans, 6 and utilization review organizations for health benefit plans 7 that are delivered, continued, or renewed in this state. The 8 interim study committee shall identify areas in which the 9 continuity of care and nonmedical switching practices may be 10 deficient in meeting the needs of individuals enrolled in a 11 health benefit plan, and identify alternative practices to 12 improve or eliminate the deficiencies. 13 2. In addition to legislative members, the membership of 14 the interim study committee shall include at least one public 15 member representing each of the following: 16 a. The Iowa insurance division. 17 b. The alliance for patient access. 18 c. The epilepsy foundation of Iowa. 19 d. The Iowa biotechnology association. 20 e. The Iowa pharmacy association. 21 f. The national alliance on mental illness, Iowa. 22 g. Johnson and johnson services, inc. 23 h. Genetech, inc. 24 i. Americas health insurance plans. 25 j. Cigna corporate services, llc. 26 k. The federation of Iowa insurers. 27 l. The Iowa association of business and industry. 28 m. The Iowa association of health underwriters. 29 n. Wellmark. 30 o. CVS health. 31 3. The interim study committee shall submit findings and 32 recommendations to the governor and the general assembly by 33 December 1, 2020. 34 EXPLANATION 35 -1- LSB 5713SV (3) 88 ko/rn 1/ 2
S.F. 2383 The inclusion of this explanation does not constitute agreement with 1 the explanation’s substance by the members of the general assembly. 2 This bill requests that the legislative council establish 3 an interim study committee to review and evaluate continuity 4 of care and nonmedical switching practices of health carriers, 5 health benefit plans, and utilization review organizations for 6 health benefit plans that are delivered, continued, or renewed 7 in this state. 8 The interim study committee must identify areas in which 9 the continuity of care and nonmedical switching practices may 10 be deficient in meeting the needs of individuals enrolled in 11 a health benefit plan, and identify alternative practices to 12 improve or eliminate the deficiencies. 13 In addition to legislative members, the membership of the 14 interim study committee must include at least one public member 15 from each of the organizations named in the bill. 16 The interim study committee is required to submit its 17 findings and recommendations to the governor and the general 18 assembly by December 1, 2020. 19 -2- LSB 5713SV (3) 88 ko/rn 2/ 2
