Section 157.4, Code 2018, is amended by adding 1 2 the following new subsection: 1 3 NEW SUBSECTION. 3. Notwithstanding section 157.13, 1 4 subsection 1, the board may issue a temporary permit to 1 5 practice in the cosmetology arts and sciences for the purpose 1 6 of demonstrating cosmetology arts and sciences services to the 1 7 public, or for providing cosmetology arts and sciences services 1 8 to the public at not=for=profit events. A permit issued 1 9 pursuant to this subsection shall be subject to the following 1 10 requirements: 1 11 a. The permit shall be issued for a specific event and may 1 12 be issued to a salon, school of cosmetology arts and sciences, 1 13 or person. 1 14 b. The permit shall be posted and visible to the public at 1 15 the location where the cosmetology arts and sciences services 1 16 are provided. 1 17 c. The permit shall be valid for no longer than twelve days. 1 18 d. An applicant for a temporary permit shall submit a 1 19 completed application on a form provided by the board at least 1 20 thirty days in advance of the intended use date. 1 21 e. An applicant shall submit an application fee determined 1 22 by the board by rule. 1 23 f. The board shall issue no more than four permits to an 1 24 applicant during a calendar year. 1 25 g. A person providing cosmetology arts and sciences services 1 26 at a not=for=profit event shall hold a current license to 1 27 practice cosmetology arts and sciences. 1 28 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 1 29 importance, takes effect upon enactment. 1 30 EXPLANATION 1 31 The inclusion of this explanation does not constitute agreement with 1 32 the explanation's substance by the members of the general assembly. 1 33 This bill allows the board of cosmetology arts and 1 34 sciences to issue a temporary permit to practice cosmetology 1 35 to demonstrate cosmetology arts and sciences or to provide 2 1 cosmetology arts and sciences services at not=for=profit 2 2 events. The bill requires that any such permit be issued 2 3 for a specific event and may be issued to a salon, school of 2 4 cosmetology arts and sciences, or person. The temporary permit 2 5 must be posted and visible to the public at the location where 2 6 the cosmetology arts and sciences services are provided. The 2 7 temporary permit shall be valid for no longer than 12 days 2 8 and an applicant must submit a completed application and an 2 9 application fee at least 30 days before the date for which the 2 10 permit is sought. The bill prohibits the board from issuing 2 11 more than four temporary permits to an applicant in a calendar 2 12 year. The bill requires any person providing cosmetology arts 2 13 and sciences services at a not=for=profit event to hold a 2 14 current license to practice cosmetology arts and sciences. 2 15 The bill takes effect upon enactment.
