S.F. 30 Section 1. NEW SECTION . 68A.507 Nonresident individuals 1 —— contribution limits. 2 1. Contributions from individuals who are not residents of 3 this state at the time a contribution is made shall not exceed 4 thirty percent of the total amount of contributions received 5 by a candidate or candidate’s committee for each election. 6 A candidate or candidate’s committee shall not accept a 7 contribution from an individual in violation of this section. 8 2. This section does not apply to a candidate or 9 candidate’s committee for a statewide office, president or 10 vice president, United States senate, or United States house 11 of representatives. 12 Sec. 2. APPLICABILITY. This Act applies to candidates 13 seeking nomination for, or election in, the general election of 14 2024, and all subsequent elections. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill relates to campaign finance. 19 The bill prohibits a candidate or candidate’s committee 20 from accepting a contribution that would cause the percentage 21 of contributions received from individuals who are not 22 residents of this state to exceed 30 percent of the amount of 23 contributions received by the candidate or committee. 24 By operation of law, a person who willfully violates a 25 provision of the bill is guilty of a serious misdemeanor. A 26 serious misdemeanor is punishable by confinement for no more 27 than one year and a fine of at least $430 but not more than 28 $2,560. 29 The bill applies to persons seeking nomination for, or 30 election in, the general election of 2024, and all subsequent 31 elections.
