subsection
3,
Code
2023,
is

amended
to
read
as
follows:

3.
a.
Programs
conducted
by
the
fire
service
training
3
bureau
shall
include
at
a
minimum
instruction
in
the
subjects
4
necessary
for
the
certification
of
persons
in
accordance
with
5
a
nationally
recognized
fire
fighter
qualification
system
as
6
approved
by
the
state
fire
service
and
emergency
response
7
council.
At
the
direction
of
the
state
fire
marshal
in
8
consultation
with
the
state
fire
service
and
emergency
response
9
council,
the
fire
service
training
bureau
may
develop
and
10
conduct
programs
which
that
extend
beyond
the
programs
directly
11
related
to
such
system.

b.
A
member
of
a
volunteer
fire
department
may
be
deemed
13
to
have
completed
the
member’s
continued
annual
training
14
requirements
upon
completion
of
seventy-five
percent
of
the
15
required
training
hours
if
all
of
the
following
apply:

(1)
The
person
has
served
as
a
volunteer
fire
fighter
for
17
at
least
ten
years.
18
(2)
The
person
is
compensated
no
more
than
five
thousand
19
dollars
annually
for
service
as
a
volunteer
fire
fighter.
20
(3)
The
person
serves
a
population
of
less
than
twenty
21
thousand.

(4)
The
chief
of
the
volunteer
fire
department
approves.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
continued
annual
training
requirements
27
for
certain
volunteer
fire
fighters.
Under
current
law,
the
28
fire
service
training
bureau
offers
programs
to
volunteer,
29
trainee,
or
employed
fire
fighters
with
minimum
instruction
30
requirements
for
certification.
The
bill
provides
that
a
31
member
of
a
volunteer
fire
department
may
be
deemed
to
have
32
completed
the
member’s
continued
annual
training
requirements
33
upon
completion
of
75
percent
of
the
required
training
hours
if
34
the
person
has
served
as
a
volunteer
fire
fighter
for
at
least
35
