Section 261.12, subsection 1, Code 2017, is 1 2 amended to read as follows: 1 3 1. The amount of a tuition grant to a qualified full=time 1 4 student for the fall and spring semesters, or the trimester 1 5 equivalent, shallbe the amount of the student's financial need 1 6 for that period. However, a tuition grant shallnot exceed the 1 7lesser of:1 8a.Thetotal average resident tuition and mandatory fees 1 9for that student for two semesters or the trimester or quarter 1 10 equivalent, less the base amount determined annually by the 1 11 college student aid commission, which base amount shall be 1 12 within ten dollars of the average tuitionfor two semesters or 1 13 the trimester equivalent of undergraduate study at thestate 1 14 universities underinstitutions of higher learning governed by 1 15 the state board of regents, but in any event the base amount 1 16 shall not be less than four hundred dollars; or1 17b.For the fiscal year beginning July 1, 2015, and for each 1 18 succeeding fiscal year, six thousand dollars. 1 19 EXPLANATION 1 20 The inclusion of this explanation does not constitute agreement with 1 21 the explanation's substance by the members of the general assembly. 1 22 This bill relates to the amount of an Iowa tuition grant 1 23 that may be awarded by the college student aid commission to a 1 24 qualified student enrolled full=time at an accredited private 1 25 institution. "Qualified student" is defined in current law as 1 26 a resident student who has established financial need and who 1 27 is making satisfactory progress toward graduation. 1 28 Currently, the amount of a tuition grant to a full=time 1 29 student is limited to the least of the student's financial 1 30 need, $6,000, or the total tuition and mandatory fees for 1 31 that student for two semesters, or the trimester or quarter 1 32 equivalent, less the base amount, which is approximately the 1 33 average tuition for two semesters at the regents universities 1 34 but in any event not less than $400. The bill eliminates 1 35 the $6,000 limitation and establishes that the total amount 2 1 of tuition grant to a full=time student shall not exceed the 2 2 total average resident tuition and mandatory fees at a regents 2 3 university.
