Section 91A.9, subsection 3, Code 2015, is 1 2 amended to read as follows: 1 3 3. The commissioner may employ such qualified personnel 1 4 as are necessary for the enforcement of this chapter. Such 1 5 personnel shall be employed pursuant to chapter 8A, subchapter 1 6 IV. The commissioner shall employ investigators for the 1 7 enforcement of this chapter. 1 8 Sec. 2. Section 91A.9, Code 2015, is amended by adding the 1 9 following new subsection: 1 10 NEW SUBSECTION. 4A. The commissioner shall establish a 1 11 statewide, toll=free telephone hotline for the purpose of 1 12 receiving reports of violations of this chapter. 1 13 Sec. 3. NEW SECTION. 91A.15 Wage theft compliance 1 14 assistance coordinator. 1 15 The commissioner shall employ a wage theft compliance 1 16 assistance coordinator for the purposes of coordinating 1 17 enforcement and other actions by the commissioner relating to 1 18 this chapter and engaging in public relations and outreach 1 19 efforts to promote compliance with and enforcement of this 1 20 chapter. 1 21 Sec. 4. NEW SECTION. 91A.16 Standing appropriation. 1 22 There is appropriated annually from the general fund 1 23 of the state to the division of labor services one hundred 1 24 seventy=five thousand dollars, or so much thereof as is 1 25 necessary, for the enforcement of the wage theft provisions of 1 26 this chapter. 1 27 EXPLANATION 1 28 The inclusion of this explanation does not constitute agreement with 1 29 the explanation's substance by the members of the general assembly. 1 30 This bill relates to wage payment collection by employees of 1 31 the labor commissioner. 1 32 The bill requires the labor commissioner to employ 1 33 investigators for the enforcement of Code chapter 91A, 1 34 Iowa wage payment collection law. The bill requires the 1 35 commissioner to establish a statewide, toll=free telephone 2 1 hotline for the purpose of receiving reports of violations 2 2 of Code chapter 91A. The bill requires the commissioner to 2 3 employ a wage theft compliance assistance coordinator for the 2 4 purposes of coordinating enforcement and other actions by the 2 5 commissioner relating to Code chapter 91A and engaging in 2 6 public relations and outreach efforts to promote compliance 2 7 with and enforcement of Code chapter 91A. 2 8 The bill creates standing appropriation from the general 2 9 fund of the state to the division of labor services of $175,000 2 10 for enforcement of the wage theft provisions of Code chapter 2 11 91A.
