Removal,
transfer,
and

transportation
of
human
remains
——
delegation
to
unlicensed

employee
or
agent.

The
board
shall
adopt
rules
pursuant
to
chapter
17A
to
allow
4
a
funeral
director,
without
first
assuming
custody
of
the
5
human
remains,
to
delegate
to
an
unlicensed
employee
or
agent
6
the
removal,
transfer,
and
transportation
of
human
remains
7
from
the
place
of
death
to
a
funeral
establishment
or
other
8
designated
place.
The
rules
shall
specify
the
prerequisites
9
for
delegation,
including
any
required
training
the
unlicensed
10
employee
or
agent
shall
complete
prior
to
performing
any
11
removal,
transfer,
or
transportation
of
human
remains
under
12
this
section.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
board
of
mortuary
science
to
adopt
17
administrative
rules
to
allow
a
funeral
director,
without
18
first
assuming
custody
of
the
human
remains,
to
delegate
to
19
an
unlicensed
employee
or
agent
of
the
funeral
establishment
20
the
removal,
transfer,
and
transportation
of
human
remains
21
from
the
place
of
death
to
a
funeral
establishment
or
other
22
designated
place.
The
rules
shall
specify
the
requirements
for
23
delegation,
including
any
training
an
unlicensed
employee
or
24
agent
must
complete
prior
to
performing
any
removal,
transfer,
25
or
transportation
of
human
remains
under
the
bill.

Current
administrative
rules
under
645
IAC
100.4
address
the
27
delegation
of
the
transfer
and
transportation
of
human
remains
28
to
an
unlicensed
employee
or
agent
of
a
funeral
establishment
29
under
specific
circumstances.
The
bill
requires
the
board
to
30
adopt
administrative
rules
to
broaden
this
delegation.
