1.
Section
123.17,
subsection
2,
Code
2019,
is

amended
by
adding
the
following
new
paragraph:

.
c.
Revenues
transferred
to
the
general
fund

of
the
state
pursuant
to
this
subsection
shall
be
appropriated
4
to
the
Iowa
department
of
public
health
for
substance
abuse
5
treatment
and
prevention
programs
under
the
comprehensive
6
substance
abuse
program
under
chapter
125.

Sec.
2.
Section
123.17,
subsection
5,
Code
2019,
is
amended

by
striking
the
subsection.

Sec.
3.
Section
123.17,
subsection
6,
Code
2019,
is
amended

to
read
as
follows:

6.
After
any
transfers
provided
for
in
subsections
12
subsection
3
and
5
,
the
department
of
commerce
shall
,
13
notwithstanding
subsection
2,
transfer
to
the
division
from
14
the
beer
and
liquor
control
fund
and
before
any
other
transfer
15
to
the
general
fund,
an
amount
sufficient
to
pay
the
costs
16
incurred
by
the
division
for
collecting
and
properly
disposing
17
of
the
liquor
containers.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
20
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
that
moneys
received
by
the
alcoholic
22
beverages
division,
deposited
in
the
beer
and
liquor
control
23
fund
created
in
Code
section
123.17,
and
transferred
to
the
24
general
fund
of
the
state
shall
be
appropriated
to
the
Iowa
25
department
of
public
health
for
substance
abuse
treatment
and
26
prevention
programs
under
the
comprehensive
substance
abuse
27
program
under
Code
chapter
125.
