Senate File 6 - Introduced SENATE FILE BY JOHNSON A BILL FOR 1 An Act relating to dropout prevention programs by modifying 2 certain definitions, modifying the purposes for which 3 dropout prevention funding may be used, and including 4 applicability provisions. 5 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 1358XS (1) 86 md/nh PAG LIN 1 1 Section 1. Section 257.39, subsection 2, Code 2015, is 1 2 amended by adding the following new paragraph: 1 3 NEW PARAGRAPH. f. Children toward whom harassment or 1 4 bullying, as defined in section 280.28, is directed. 1 5 Sec. 2. Section 257.41, subsection 2, Code 2015, is amended 1 6 by adding the following new paragraph: 1 7 NEW PARAGRAPH. e. Harassment and bullying prevention 1 8 programs, training, and initiatives. 1 9 Sec. 3. APPLICABILITY. This Act applies to school budget 1 10 years beginning on or after July 1, 2016. 1 11 EXPLANATION 1 12 The inclusion of this explanation does not constitute agreement with 1 13 the explanation's substance by the members of the general assembly. 1 14 This bill relates to dropout prevention programs by 1 15 modifying certain definitions and modifying the purposes for 1 16 which dropout prevention funding may be used. 1 17 Under current law, school districts may request to use 1 18 a modified supplemental amount for programs for returning 1 19 dropouts and dropout prevention. The budget of an approved 1 20 program for returning dropouts and dropout prevention for 1 21 a school district, after subtracting funds received from 1 22 other sources for that purpose, shall be funded annually 1 23 on a basis of one=fourth or more from the district cost 1 24 of the school district and up to three=fourths through 1 25 establishment of a modified supplemental amount. Code 1 26 section 257.39(2) defines "potential dropouts" as resident 1 27 pupils who are enrolled in a public or nonpublic school who 1 28 demonstrate poor school adjustment as indicated by two or more 1 29 specified characteristics. The bill adds children toward whom 1 30 harassment or bullying is directed to that list of specified 1 31 characteristics. 1 32 Code section 257.41 specifies the appropriate uses of 1 33 the returning dropout and dropout prevention program funding 1 34 provided to school districts for an approved dropout prevention 1 35 program. The bill adds harassment and bullying prevention 2 1 programs, training, and initiatives to the list of appropriate 2 2 uses. 2 3 The bill applies to school budget years beginning on or after 2 4 July 1, 2016.
