1.
Section
136A.5,
subsection
1,
Code
2019,
is
1
amended
to
read
as
follows:
2
1.
All
newborns
born
in
this
state
shall
be
screened
for
3
congenital
and
inherited
disorders
in
accordance
with
rules
4
adopted
by
the
department.
The
rules
adopted
shall
provide
5
for
screening,
at
a
minimum,
for
all
core
conditions
listed
6
on
the
recommended
uniform
screening
panel
recommended
by
7
the
secretary
of
the
United
States
department
of
health
and
8
human
services
advisory
committee
on
heritable
disorders
in
9
newborns
and
children.
The
department
shall
expand
the
newborn
10
metabolic
screening
panel
to
include,
no
later
than
January
1,
11
2020,
Mucopolysaccharidosis
type
1,
Glycogen
storage
disease
12
type
II
(Pompe),
X-linked
Adrenoleukodystrophy,
and
any
other
13
lysosomal
storage
disorder
listed
on
the
recommended
uniform
14
screening
panel
as
of
July
1,
2019.

inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
directs
the
department
of
public
health
to
adopt
19
rules
to
include
in
the
newborn
metabolic
screening,
at
a
20
minimum,
all
core
conditions
listed
on
the
recommended
uniform
21
screening
panel
(RUSP)
recommended
by
the
secretary
of
the
22
United
States
department
of
health
and
human
services
advisory
23
committee
on
heritable
disorders
in
newborns
and
children
24
(SACHDNC).
The
bill
also
directs
the
department
specifically,
25
not
later
than
January
1,
2020,
to
expand
the
newborn
26
metabolic
screening
panel
to
include
Mucopolysaccharidosis
27
type
1,
Glycogen
storage
disease
type
II
(Pompe),
X-linked
28
Adrenoleukodystrophy,
and
any
other
lysosomal
storage
disorder
29
listed
on
the
RUSP
as
of
July
1,
2019.
The
RUSP
currently
30
includes
34
core
conditions
and
26
secondary
conditions
for
31
which
the
SACHDNC
recommends
every
newborn
should
be
screened.

Iowa
currently
screens
for
31
of
the
34
core
conditions
listed

on
the
RUSP.
