S.F. 73 Section 1. Section 321.34, Code 2013, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 27. Electric vehicle plates. 3 a. The owner of a motor vehicle that operates on an electric 4 propulsion system or on a combination of an electric propulsion 5 system and an internal combustion propulsion system may, 6 upon written application to the department, order special 7 registration plates with an electric vehicle emblem. The 8 emblem shall be designed by the department in consultation with 9 the department of public safety. 10 b. Electric vehicle plates shall be issued as provided 11 in subsection 12. The special plate fees collected by the 12 director under subsection 12, paragraphs “a” and “c” , from the 13 issuance and annual validation of letter-number designated and 14 personalized electric vehicle plates shall be paid monthly to 15 the treasurer of state and deposited in the road use tax fund. 16 c. When the owner of a motor vehicle with electric vehicle 17 plates transfers or assigns ownership of the vehicle to another 18 person, the owner shall remove the electric vehicle plates 19 from the vehicle. The owner shall forward the plates to the 20 county treasurer where the motor vehicle is registered or the 21 owner may have the plates assigned to another motor vehicle 22 that meets the requirements under paragraph “a” . Electric 23 vehicle registration plates shall not be assigned to another 24 motor vehicle unless the motor vehicle operates on an electric 25 propulsion system or on a combination of an electric propulsion 26 system and an internal combustion propulsion system. 27 Sec. 2. EFFECTIVE DATE. This Act takes effect January 1, 28 2014. 29 EXPLANATION 30 This bill directs the department of transportation to issue 31 a new special motor vehicle registration plate bearing an 32 electric vehicle emblem, to be designed by the department in 33 consultation with the department of public safety. S.F. 73 vehicles that operate on an electric propulsion system or on 1 a combination of electric propulsion and internal combustion 2 propulsion. The fees for electric vehicle plates are the 3 standard fees established for special registration plates. The 4 fee for issuance of the special plates is $25. An applicant 5 for personalized special plates must pay the $25 personalized 6 plate fee in addition to the $25 special plate fee. The 7 special plate renewal fee is $5, in addition to the annual 8 vehicle registration fee. For renewal of personalized special 9 plates, a $5 personalized plate renewal fee applies in addition 10 to the $5 special plate fee and the annual registration fee. 11 All fees for electric vehicle plates are to deposited in the 12 road use tax fund. 13 Under current law, when the owner of a vehicle transfers or 14 assigns ownership of the vehicle to another person, the owner 15 may have the plates assigned to another vehicle. Under the 16 bill, electric vehicle plates shall not be assigned to another 17 motor vehicle unless the motor vehicle operates on an electric 18 propulsion system or on a combination of electric propulsion 19 and internal combustion propulsion. 20 The bill takes effect January 1, 2014. 21 -2- LSB 1682XS (2) 85 dea/nh 2/ 2
