1.
Section
298.3,
subsection
1,
Code
2019,
is
1
amended
by
adding
the
following
new
paragraph:

NEW
PARAGRAPH
.
n.
The
purchase
and
installation
of

school
safety
and
security
equipment
in
schoolhouses,
school
4
buildings,
or
school
buses.
For
purposes
of
this
paragraph,
5
“school
safety
and
security
equipment”
includes
remote
entry
6
technology
and
equipment,
security
camera
or
monitoring
7
systems,
access
control
systems,
school
visitor
control
8
systems,
emergency
detection
and
alert
equipment,
door
and
9
window
locks
or
emergency
response
measures,
communication
10
systems
with
access
to
fire
and
police
emergency
frequencies,
11
and
remodeling
of
or
improvements
to
schoolhouses,
school
12
buildings,
or
school
buses
designed
to
protect
students
and
13
school
employees.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
15
importance,
takes
effect
upon
enactment.

Sec.
3.
APPLICABILITY.
This
Act
applies
July
1,
2019,
for
17
school
budget
years
beginning
on
or
after
that
date.

EXPLANATION
19
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
20
the
explanation’s
substance
by
the
members
of
the
general
assembly.

The
physical
plant
and
equipment
levy
consists
of
the
22
regular
physical
plant
and
equipment
levy
of
not
exceeding
23
$0.33
per
$1,000
of
assessed
valuation
in
the
district
and
24
a
voter-approved
physical
plant
and
equipment
levy
of
not
25
exceeding
$1.34
cents
per
$1,000
of
assessed
valuation
in
the
26
district.
This
bill
authorizes
revenue
from
the
regular
and
27
voter-approved
physical
plant
and
equipment
levies
to
be
used
28
for
school
safety
and
security
equipment.
29
The
bill
defines
“school
safety
and
security
equipment”
to
30
include
remote
entry
technology
and
equipment,
security
camera
31
or
monitoring
systems,
access
control
systems,
school
visitor
32
control
systems,
emergency
detection
and
alert
equipment,
door
33
and
window
locks
or
emergency
response
measures,
communication
34
systems
with
access
to
fire
and
police
emergency
frequencies,
