Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended
3
by
adding
the
following
new
section:
4
Sec.
24A.
Food
security.
All
people
have
a
natural,
5
inherent,
and
unalienable
right
to
food,
including
the
right
6
to
acquire,
produce,
process,
prepare,
preserve,
and
consume
7
the
food
of
their
own
choosing
by
hunting,
gathering,
foraging,
8
farming,
fishing,
gardening,
and
saving
and
exchanging
seeds
9
or
by
barter,
trade,
or
purchase
from
sources
of
their
own
10
choosing,
for
their
nourishment,
sustenance,
bodily
health,
and
11
well-being,
as
long
as
an
individual
does
not
commit
trespass,
12
theft,
poaching,
or
other
abuses
of
private
property
rights,
13
public
lands,
or
natural
resources
in
the
acquisition
of
food.

All
people
have
a
fundamental
right
to
be
free
from
hunger,
15
malnutrition,
starvation,
and
the
endangerment
of
life
from
the
16
scarcity
of
or
lack
of
access
to
nourishing
food.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
18
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
19
to
the
general
assembly
to
be
chosen
at
the
next
general
20
election
for
members
of
the
general
assembly,
and
shall
be
21
published
as
provided
by
law
for
three
months
previous
to
the
22
date
of
that
election.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
25
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
to
amend
the
Constitution
27
of
the
State
of
Iowa
by
recognizing
that
all
people
have
a
28
natural,
inherent,
and
unalienable
right
to
food
and
that
all
29
people
have
a
fundamental
right
to
be
free
from
hunger
and
a
30
lack
of
access
to
nourishing
food.
The
resolution,
if
adopted,
31
would
be
published
and
then
referred
to
the
next
general
32
assembly
(91st)
for
adoption,
before
being
submitted
to
the
33
electorate
for
ratification.
