WHEREAS,
the
founders
of
the
Constitution
of
the
United
11
States
empowered
state
legislators
to
be
guardians
of
liberty
12
against
future
abuses
of
power
by
the
federal
government;
and
13
WHEREAS,
the
federal
government
has
created
a
crushing
14
national
debt
through
improper
and
imprudent
spending;
and
15
WHEREAS,
the
federal
government
has
ceased
to
operate
under
16
a
proper
interpretation
of
the
Constitution
of
the
United
17
States;
and
18
WHEREAS,
the
federal
government
has
invaded
the
legitimate
19
roles
of
the
states
through
the
manipulative
process
of
federal
20
mandates,
most
of
which
are
unfunded
to
a
great
extent;
and
21
WHEREAS,
it
is
the
solemn
duty
of
the
states
to
protect
22
the
liberty
of
the
people,
particularly
for
the
generations
23
to
come,
by
proposing
amendments
to
the
Constitution
of
the
24
United
States
through
a
convention
of
the
states
under
Article
25
V
for
the
purpose
of
restraining
these
and
related
abuses
of

power;
NOW
THEREFORE,

BE
IT
RESOLVED
BY
THE
GENERAL
ASSEMBLY
OF
THE
STATE
OF

the
United
States
is
hereby
petitioned

to
propose
amendments
to
the
Constitution
of
the
United
States,

for
submission
to
the
states
for
ratification,
to
impose
fiscal

restraints
on
the
federal
government
and
limit
the
federal
4
government’s
power
and
jurisdiction;
and
5
BE
IT
FURTHER
RESOLVED,
That
pursuant
to
Article
V
of
the
6
Constitution
of
the
United
States,
the
general
assembly,
as
7
the
legislature
of
the
state
of
Iowa,
makes
application
to
8
the
Congress
of
the
United
States
to
call
a
convention
of
the
9
states
limited
to
proposing
amendments
to
the
Constitution
of
10
the
United
States
that
impose
fiscal
restraints
on
the
federal
11
government,
limit
the
power
and
jurisdiction
of
the
federal
12
government,
and
limit
the
terms
of
office
for
its
officials
13
and
for
members
of
Congress,
for
submission
to
the
states
for
14
ratification;
and
15
BE
IT
FURTHER
RESOLVED,
That
the
commissioners
representing
16
Iowa
at
a
convention
under
Article
V
of
the
Constitution
of
the
17
United
States
are
hereby
instructed
to
oppose
any
proposal
to
18
impose
term
limits
on
members
of
Congress;
and
19
BE
IT
FURTHER
RESOLVED,
That
the
Secretary
of
the
Senate
20
shall
distribute
a
copy
of
this
application
to
the
President
of
21
the
United
States,
the
President
of
the
United
States
Senate,
22
the
Speaker
of
the
United
States
House
of
Representatives,
and
23
each
member
of
Iowa’s
congressional
delegation,
and
to
the
24
presiding
officers
of
each
of
the
legislative
houses
in
the
25
several
States,
requesting
their
cooperation;
and
26

IT
FURTHER
RESOLVED,
This
application
constitutes
a
27
continuing
application
in
accordance
with
Article
V
of
the
28
Constitution
of
the
United
States
until
the
legislatures
of
at
29
least
two-thirds
of
the
several
states
have
made
petitions
on
30
the
same
subject.

calls
upon
Congress
to
