                                      SENATE JOINT RESOLUTION

  1 A Joint Resolution proposing an amendment to the Constitution
  2    of the State of Iowa relating to the sessions of the general
  3    assembly.
  4 BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  The following amendment to the Constitution of
  1  2 the State of Iowa is proposed:
  1  3    Section 2 of Article III of the Constitution of the State
  1  4 of Iowa, as amended by amendment number 1 of the Amendments of
  1  5 1968 and by amendment number 2 of the Amendments of 1974, is
  1  6 repealed and the following adopted in lieu thereof:
  1  7 Biennial session of general assembly ==== special
  1  8 sessions.SEC. 2.  The general assembly shall meet in a
  1  9 biennial session which shall commence on the second Monday in
  1 10 January of each odd=numbered year.  Upon written request to
  1 11 the presiding officer of each house of the general assembly by
  1 12 two=thirds of the members of each house, the general assembly
  1 13 shall convene in special session.  The governor of the state
  1 14 may convene the general assembly by proclamation in the
  1 15 interim.
  1 16    Sec. 2.  REFERRAL AND PUBLICATION.  The foregoing amendment
  1 17 to the Constitution of the State of Iowa is referred to the
  1 18 general assembly to be chosen at the next general election for
  1 19 members of the general assembly, and the secretary of state is
  1 20 directed to cause the proposed amendment to be published for
  1 21 three consecutive months previous to the date of that election
  1 22 as provided by law.
  1 23                           EXPLANATION
  1 24 The inclusion of this explanation does not constitute agreement with
  1 25 the explanation's substance by the members of the general assembly.
  1 26     This joint resolution proposes an amendment to the
  1 27 Constitution of the State of Iowa relating to sessions of the
  1 28 general assembly.  The resolution provides for a biennial
  1 29 session of the general assembly, instead of annual sessions,
  1 30 which shall commence in January of each odd=numbered year.
  1 31    The resolution, if adopted, would be referred to the next
  1 32 general assembly for adoption a second time before being
  1 33 submitted to the electorate for ratification.
