Iowa’s
support
for

the
State
of
Israel
and
condemning
the
Hamas
attack

Israel
on
October
7,
2023.

WHEREAS,
Hamas
was
founded
with
the
stated
goal
of
4
destroying
the
State
of
Israel
and
has
been
designated
5
by
the
United
States
as
a
terrorist
organization;
and
6
WHEREAS,
the
Hamas
terrorist
organization
launched
7
a
brutal,
highly
organized,
and
unprecedented
attack
8
upon
the
State
of
Israel
and
its
citizens
in
the
early
9
morning
hours
of
October
7,
2023;
and
10
WHEREAS,
in
the
attack,
Hamas
killed
hundreds
11
of
innocent
civilians
and
took
hundreds
of
Israeli
12
children,
women,
elderly,
and
infirm
civilians
13
hostage;
and
14
WHEREAS,
in
the
attack,
Hamas
fired
thousands
15
of
rockets
against
Israeli
population
centers
16
in
an
attempt
to
kill
untold
numbers
of
innocent
17
civilians;
and
18
WHEREAS,
the
level
of
logistical
sophistication
19
demonstrated
in
the
Hamas
terrorism
operation
provides
20
evidence
that
Hamas
received
support
and
funding
from
21
foreign
state
sponsors
of
terror,
namely
Iran;
and
22
WHEREAS,
the
timing
of
the
Hamas
terrorism
operation
23
to
coincide
with
the
Jewish
Sabbath
and
the
Jewish
24
holiday
of
Simchat
Torah
demonstrates
Hamas’
intent
to
25
maximize
civilian
casualties;
and
26
WHEREAS,
Hamas
continues
to
brazenly
locate
elements
27
of
its
terrorist
infrastructure
in
civilian
population

using
their
own
civilians
as
human
shields;
NOW

THEREFORE,

BE
IT
RESOLVED
BY
THE
SENATE,
That
the
Senate
hereby
3
reaffirms
its
support
and
unwavering
commitment
to
4
the
welfare,
security,
and
survival
of
the
State
of
5
Israel;
and
6
BE
IT
FURTHER
RESOLVED,
That
the
Senate
recognizes
7
the
State
of
Israel’s
right
to
act
decisively
and
8
unilaterally
in
self-defense
to
protect
its
citizens
9
and
oppose
any
pressure
to
enact
a
ceasefire
before
the
10
State
of
Israel
has
secured
its
safety;
and
11
BE
IT
FURTHER
RESOLVED,
That
the
Senate
expresses
12
its
support
for
the
State
of
Israel’s
right
to
pursue,
13
without
interference
or
condemnation,
the
elimination
14
of
Hamas
and
any
other
affiliated
terrorist
groups
15
until
Hamas
and
all
such
groups
are
permanently
16
neutralized,
and
public
safety
is
assured;
and
17
BE
IT
FURTHER
RESOLVED,
That
the
Senate
conveys
its
18
heartfelt
condolences
to
all
Israeli
victims
as
well
as
19
their
families
and
communities;
and
20
BE
IT
FURTHER
RESOLVED,
That
the
Senate
calls
upon
21
Iowa’s
state
and
local
law
enforcement
agencies
to
22
remain
vigilant
in
protecting
Israeli
Americans
and
all
23
supporters
of
the
State
of
Israel
from
acts
of
crime
24
and
unlawful
discrimination;
and
25
BE
IT
FURTHER
RESOLVED,
That
the
Senate
condemns
the
26
Hamas
terrorist
organization
and
encourages
all
other
27
states
to
recognize
the
State
of
Israel’s
right
to
act
28
decisively
in
self-defense
to
protect
its
citizens;
and
29
BE
IT
FURTHER
RESOLVED,
That
the
Senate
calls
upon
