WHEREAS,
on
January
20,
2021,
President
Biden
3
terminated
the
national
emergency
at
the
southern
4
border
declared
by
Presidential
Proclamation
9844
5
and
halted
the
funding
and
construction
of
the
border
6
wall;
and
7
WHEREAS,
within
Presidential
Proclamation
10142,
8
President
Biden
described
the
construction
of
the
9
wall
as
“a
waste
of
money
that
diverts
attention
from
10
genuine
threats
to
our
homeland
security”
and
declared
11
that
the
national
emergency
at
the
southern
border
“was
12
unwarranted”;
and
13
WHEREAS,
despite
President
Biden’s
subsequent
14
legislative
efforts
to
ostensibly
modernize
the
15
immigration
system
and
secure
the
border
against
16
criminal
activity,
the
United
States
Customs
and
Border
17
Protection
reports
that
illicit
fentanyl
smuggling
is
18
increasing
across
the
southern
border;
and
19
WHEREAS,
the
amount
of
fentanyl
seized
by
the
United
20
States
Customs
and
Border
Protection
has
increased
by
21
860
percent
since
fiscal
year
2019,
representing
a
22

staggering
27,000
pounds
recovered
in
fiscal
year
2023
1
compared
to
just
2,545
pounds
in
fiscal
year
2019;
and
2
WHEREAS,
as
written
by
the
state
of
Texas
Governor
3
Greg
Abbott
on
January
24,
2024,
President
Biden
“has
4
violated
his
oath
to
faithfully
execute
immigration
5
laws
enacted
by
Congress”,
“instructed
his
agencies
to
6
ignore
federal
statutes
that
mandate
the
detention
of
7
illegal
immigrants”,
and
“inflicted
unprecedented
harm
8
on
the
People
all
across
the
United
States”;
and
9
WHEREAS,
the
state
of
Texas
has
declared
that
an
10
invasion
has
occurred
under
the
meaning
of
Article
I,
11
section
10,
clause
3,
of
the
Constitution
of
the
United
12
States
and
has
invoked
its
constitutional
authority
to
13
defend
and
protect
itself,
leading
the
state
of
Texas
14
to
launch
Operation
Lone
Star;
and
15
WHEREAS,
Operation
Lone
Star
has
led
to
more
16
than
501,300
illegal
immigrant
apprehensions,
17
39,800
criminal
arrests,
and
35,800
felony
charges,
18
successfully
filling
the
dangerous
gaps
created
by
19
the
Biden
administration’s
refusal
to
secure
the
20
border;
and
21
WHEREAS,
under
circumstances
where
the
American
22
people
suffer
due
to
the
inadequacy
of
the
federal
23
government’s
actions
to
protect
the
sovereignty
of
the
24
United
States,
all
other
public
servants
must
speak
25
against
such
injustice
and
act
decisively
to
rectify
26
this
problem;
NOW
THEREFORE,
27
BE
IT
RESOLVED
BY
THE
SENATE,
That
the
Senate
28
supports
increased
protection
for
America’s
borders
29
for
the
purpose
of
ending
illegal
immigration
and

and
1
BE
IT
FURTHER
RESOLVED,
That
the
Senate
supports
the
2
actions
of
Governor
Abbott
to
safeguard
the
people
of

Texas
and
endorses
the
decision
of
Governor
Reynolds
4
to
deploy
Iowa
National
Guard
and
Iowa
State
Patrol
5
personnel
to
secure
the
Texas
and
national
border;
and
6
BE
IT
FURTHER
RESOLVED,
That
the
Senate
encourages
7
the
United
States
Congress
to
close
the
southern
border
8
and
reinstate
funding
for
and
construction
of
the
9
border
wall;
and
10
BE
IT
FURTHER
RESOLVED,
That
the
Senate
condemns
11
President
Biden’s
executive
actions
relating
to
12
the
southern
border
and
urges
for
the
reinstatement
13
of
federal
Executive
Order
13768
and
Presidential
14
Proclamation
9844.
