Air
National
Guard

WHEREAS,
state
militias,
now
known
as
the
national
4
guard,
have
been
a
bulwark
of
this
nation’s
military
5
defense
system
since
1776;
and
6
WHEREAS,
since
1941,
the
Iowa
Air
National
Guard
has
7
been
an
integral
part
of
our
nation’s
defense
and
our
8
state’s
emergency
response
system;
and
9
WHEREAS,
defense
budget
cuts
ranging
from
$450
10
billion
up
to
$1
trillion
over
the
next
decade
will
11
force
each
branch
of
the
military
service
to
reexamine
12
its
balance
of
forces
in
the
active
duty,
guard,
and
13
reserve
branches;
and
14
WHEREAS,
the
United
States
Air
Force
has
announced
15
it
wants
to
remove
21
F-16
fighter
jets
of
the
132nd
16
Fighter
Wing
from
the
Des
Moines
Air
National
Guard
17
base
to
meet
these
budget
cuts,
eliminating
hundreds
18
of
Iowa
jobs;
and
19
WHEREAS,
over
the
last
68
years,
the
132nd
Fighter
20
Wing
has
participated
in
numerous
actions
including
21
World
War
II,
the
Korean
Conflict,
and
many
of
the
22
support
functions
of
Desert
Shield/Desert
Storm,

Freedom,
and
Iraqi
Freedom;
and

WHEREAS,
the
132nd
Fighter
Wing
has
received
2
numerous
awards,
including
eight
Air
Force
Outstanding
3
Unit
Awards,
and
has
participated
in
exercises
and
4
deployments
worldwide;
and
5
WHEREAS,
the
Iowa
Senate
supports
a
defense
budget
6
based
on
national
security
strategy;
and
7
WHEREAS,
the
Air
Force’s
budget
request
targets
8
our
nation’s
most
cost-effective
flying
units
based
9
upon
questionable
logic
and
lacking
evidence
as
to
10
how
the
budget
request
supports
the
national
security
11
strategy
or
the
United
States
Department
of
Defense’s
12
priorities;
and
13
WHEREAS,
the
Comprehensive
Review
of
the
Future
Role
14
of
the
Reserve
Component
chartered
by
then
Secretary
15
of
Defense
Gates
in
April
2011
provides
a
compelling
16
analysis
regarding
the
future
role
of
the
Reserve
17
Component
and
states
that
“[w]hen
rebalancing
the
18
force
to
meet
future
national
security
challenges,
19
the...Reserve
should
be
a
‘force
of
first
choice’...
20
owing
to
their
overall
cost
effectiveness
and
the
skill
21
sets
that
they
can
provide”;
and
22
WHEREAS,
it
is
clear
that
the
Air
Force
did
not
23
conduct
a
detailed
or
business
case
analysis
before
24
making
its
decision;
NOW
THEREFORE,
25
BE
IT
RESOLVED
BY
THE
SENATE,
That
the
Senate
urges
26
the
President
of
the
United
States,
the
United
States
27
Congress,
and
the
United
States
Secretary
of
Defense,
28
to
protect
the
Iowa
Air
National
Guard
from
any
future
29
reductions
or
other
budget
cuts;
and
30

IT
FURTHER
RESOLVED,
That
the
Congressional
Armed
1
Services
Committees
should
require
the
Air
Force
to
2
present
a
detailed
analysis
supporting
its
course
of

action;
and

BE
IT
FURTHER
RESOLVED,
That
an
official
copy
of
5
this
resolution
be
transmitted
to
the
President
of
the
6
United
States,
the
United
States
Secretary
of
Defense,
7
and
to
members
of
the
Iowa
congressional
delegation.
