                    SENATE RESOLUTION NO.    
              BY  COMMITTEE ON RULES AND ADMINISTRATION
  1  1 A Resolution honoring Senator Matt McCoy for his years
  1  2    of service in the Iowa General Assembly.
  1  3    WHEREAS, Matt McCoy, born and raised in Des Moines,
  1  4 Eagle Scout, and father to Jack, has been involved in
  1  5 public service at the local and state level for much of
  1  6 his adult life; and
  1  7    WHEREAS, Matt McCoy was first elected to the House
  1  8 of Representatives in 1992, and after two terms he was
  1  9 elected to the Senate in 1996; and
  1 10    WHEREAS, over two decades, Senator McCoy has
  1 11 served on a wide array of legislative committees,
  1 12 including serving as chair of the Commerce Committee
  1 13 and the Transportation, Infrastructure, and Capitals
  1 14 Appropriations Subcommittee; and
  1 15    WHEREAS, Senator McCoy currently serves on the
  1 16 Appropriations, Commerce, Government Oversight
  1 17 (Ranking Member), Local Government, and Ways and Means
  1 18 Committees, and on the Transportation, Infrastructure,
  1 19 and Capitals Appropriations Subcommittee (Ranking
  1 20 Member), and the Capital Projects Committee of the
  1 21 Legislative Council; and
  1 22    WHEREAS, Senator McCoy has also served on numerous
  1 23 boards and commissions in his capacity as Senator,
  1 24 including the Capitol Planning Commission, Investment
  1 25 Board of the Iowa Public Employees' Retirement System,
  1 26 and the Iowa Comprehensive Health Insurance Association
  1 27 Board; and
  1 28    WHEREAS, Senator McCoy, the first openly gay person
  2  1 elected State Senator, has long championed the civil
  2  2 and human rights of all Iowans, as evidenced by his
  2  3 efforts working for passage of additional protections
  2  4 under the Iowa Civil Rights Act in 2007 and for HIV
  2  5 transmission decriminalization in 2014, as well as his
  2  6 advocacy for antibullying legislation, inclusion of
  2  7 transgender Iowans in the state's hate crimes statute,
  2  8 and a ban on conversion therapy; and
  2  9    WHEREAS, Senator McCoy's years of public service
  2 10 have earned him numerous honors and awards, including
  2 11 the 2014 Des Moines Convention & Visitors Bureau Civic
  2 12 Champion Award, the 2014 Community HIV/Hepatitis
  2 13 Advocates of Iowa Award, the Ducks Unlimited Public
  2 14 Policy Award for 2013=14, the Iowa Corn Growers
  2 15 Association 2014 Award, the Autism Society of Iowa's
  2 16 Hometown Hero Award, and the Outstanding Service Award
  2 17 by the Iowa Health Care Association & Iowa Center for
  2 18 Assisted Living; NOW THEREFORE,
  2 19    BE IT RESOLVED BY THE SENATE, That the Senate honors
  2 20 Senator Matt McCoy for his years of public service in
  2 21 the Iowa General Assembly and wishes him all the best
  2 22 in the years to come.
