1.
NEW
SECTION
.
7E.5B
Real
property
lease
or
1
purchase
——
notice.
2
In
addition
to
any
other
provision
of
law,
any
purchase
or
3
lease
of
real
property,
other
than
on
a
temporary
basis,
when
4
necessary
in
order
to
implement
the
programs
of
an
authority
or
5
protect
the
investments
of
an
authority,
shall
require
prior
6
written
notice
from
the
authority
to
the
legislative
services
7
agency.
The
legislative
services
agency
shall
submit
the
8
notification
to
the
government
oversight
standing
committees
9
of
the
general
assembly.
The
notification
shall
include
the
10
information
as
described
in
section
8A.321,
subsection
16.

Sec.
2.
Section
8A.321,
Code
2021,
is
amended
by
adding
the
12
following
new
subsection:

NEW
SUBSECTION
.
16.
At
least
thirty
days
prior
to
entering
14
into
a
contract
for
a
lease
or
renewal
of
a
lease
pursuant
15
to
subsection
6
or
a
contract
for
the
acquisition
of
real
16
property
pursuant
to
subsection
9
in
which
any
part
or
the
17
total
amount
of
the
contract
is
at
least
fifty
thousand
18
dollars,
notify
the
legislative
services
agency
concerning
the
19
contract.
The
legislative
services
agency
shall
submit
the
20
notification
to
the
general
assembly’s
standing
committees
on
21
government
oversight.
The
notification
is
required
regardless
22
of
the
source
of
payment
for
the
lease,
renewal
of
lease,
or
23
acquisition
of
real
property.
The
notification
shall
include
24
all
of
the
following
information:
25
a.
A
description
of
the
buildings
and
office
space
subject
26
to
the
lease
or
renewal
of
lease
or
a
description
of
the
real
27
property
to
be
acquired.
28
b.
The
proposed
terms
of
the
contract.
29
c.
The
cost
of
the
contract,
including
principal
and
30
interest
costs.
If
the
actual
cost
of
a
contract
is
not
known
31
at
least
thirty
days
prior
to
entering
into
the
contract,
the
32
director
shall
estimate
the
principal
and
interest
costs
for
33
the
contract.

An
identification
of
the
means
and
source
of
payment
of

An
analysis
of
consequences
of
delaying
or
abandoning
the

commencement

the

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
establishes
notice
requirements
relating
to
7
certain
leases
or
purchases
of
real
property
by
the
department
8
of
administrative
services
or
executive
branch
authority.
9
New
Code
section
7E.5B
requires
an
executive
branch
10
authority
to
provide
prior
written
notice
to
the
legislative
11
services
agency
for
submission
to
the
general
assembly’s
12
standing
committees
on
government
oversight
information
for
any
13
purchase
or
lease
of
real
property,
other
than
on
a
temporary
14
basis,
by
the
authority
when
necessary
in
order
to
implement
15
the
programs
of
the
authority.
The
bill
provides
that
the
16
notification
shall
include
the
information
as
required
by
the
17
bill
for
the
department
of
administrative
services.
18
Code
section
8A.321,
concerning
managing
the
physical
19
resources
of
government,
is
amended
to
require
the
director
of
20
the
department
of
administrative
services
to
notify
and
provide
21
to
the
legislative
services
agency
for
submission
to
the
22
general
assembly’s
standing
committees
on
government
oversight
23
information
regarding
entering
into
a
contract
for
a
lease
or
24
renewal
of
a
lease
for
certain
buildings
and
office
space
or
25
a
contract
for
the
acquisition
of
real
property
in
which
any
26
part
or
the
total
amount
of
the
contract
is
at
least
$50,000.

The
bill
requires
the
notification
at
least
30
days
prior
to
28
entering
into
a
contract
and
provides
that
the
notification
29
include
information
describing
the
buildings
and
office
space
30
subject
to
the
lease
or
renewal
of
lease
or
describing
the
31
real
property
to
be
acquired,
providing
the
proposed
terms
of
32
the
contract
and
the
cost
of
the
contract,
identifying
the
33
means
and
source
of
payment
of
the
contract,
and
analyzing
the
34
consequences
of
delaying
or
abandoning
the
commencement
of
the
35
