S.F. _____ H.F. _____ Section 1. Section 7A.3, subsection 1, paragraph f, Code 1 2025, is amended by striking the paragraph. 2 Sec. 2. Section 8A.202, subsection 1, paragraph e, Code 3 2025, is amended by striking the paragraph. 4 Sec. 3. Section 8A.202, subsection 1, paragraph k, Code 5 2025, is amended to read as follows: 6 k. Establish and administer standards for state agency 7 libraries and public libraries. 8 Sec. 4. Section 8A.204, subsection 2, paragraph b, Code 9 2025, is amended by striking the paragraph. 10 Sec. 5. Section 8A.209, subsection 1, Code 2025, is amended 11 to read as follows: 12 1. An enrich Iowa program is established in the department 13 to provide direct state assistance to public libraries, to 14 support the open access and access plus interlibrary loan 15 programs, to provide public libraries with an incentive 16 to improve library services that are in compliance with 17 performance measures, and to reduce inequities among 18 communities in the delivery of library services based on 19 performance measures adopted by rule by the department. The 20 department shall adopt rules governing the allocation of moneys 21 appropriated by the general assembly for purposes of this 22 section to provide direct state assistance to eligible public 23 libraries. A public library is eligible for moneys under 24 this subchapter if it is in compliance with the department’s 25 performance measures. 26 EXPLANATION 27 The inclusion of this explanation does not constitute agreement with 28 the explanation’s substance by the members of the general assembly. 29 This bill relates to library services provided by the 30 department of administrative services (DAS). 31 The bill eliminates the requirement that the state librarian 32 submit a biennial report to the governor on the activities of 33 DAS relating to library services. As the eliminated provision 34 contains the only biennial report in the Code for the state 35 -1- LSB 1339DP (2) 91 sc/ns 1/ 2
S.F. _____ H.F. _____ librarian, the bill also strikes a corresponding provision 1 applying general biennial reporting requirements to the state 2 librarian. Under Code section 8E.210, DAS is still obligated 3 to prepare reports of its progress in meeting goals from its 4 agency strategic plan and operational plan. 5 The bill strikes the requirement that DAS develop and 6 approve a biennial unified plan of service and service delivery 7 for DAS as part of DAS’s library services. 8 The bill strikes DAS’s obligation to establish and 9 administer standards for state agency libraries. 10 The bill eliminates a reference to “access plus programs” 11 of public libraries for purposes of DAS’s duty to support such 12 programs under the enrich Iowa program, and substitutes the 13 term “interlibrary loan programs” for such purposes. 14 -2- LSB 1339DP (2) 91 sc/ns 2/ 2
