1.
Section
476.6,
subsection
15,
paragraph
c,
Code

2017,
is
amended
by
adding
the
following
new
subparagraph:

SUBPARAGRAPH
.
(5)
Gas
and
electric
utilities
that
are

not
required
to
be
rate-regulated
under
this
chapter
may
submit
4
to
the
board
any
forms
or
reports
required
by
and
prepared
5
for
a
federal
agency
in
lieu
of
the
reports
required
under
6
this
paragraph
“c”
,
so
long
as
the
utility
otherwise
complies
7
with
the
requirements
of
subparagraphs
(1)
through
(3)
of
this
8
paragraph
“c”
and
such
forms
or
reports
include
information
9
relating
to
the
utility’s
energy
efficiency.
Filings
made
10
pursuant
to
this
subparagraph
(5)
shall
be
deemed
to
meet
the
11
filing
requirements
of
section
476.1A,
subsection
1,
paragraph
12
“g”
,
and
section
476.1B,
subsection
1,
paragraph
“l”
.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

Code
section
476.6(15)(c)
requires
gas
and
electric
17
utilities
that
are
not
required
to
be
rate-regulated
under
Code
18
chapter
476
to
submit
certain
reports
to
the
Iowa
utilities
19
board
relating
to
their
energy
efficiency.

This
bill
allows
gas
and
electric
utilities
that
are
21
not
required
to
be
rate-regulated
to
submit
federally
22
required
forms
or
reports
to
the
utilities
board
in
lieu
of
23
the
reports
required
under
Code
section
476.6(15)(c),
so
24
long
as
the
utility
otherwise
complies
with
Code
section
25
476.6(15)(c)(1)-(3)
and
such
forms
or
reports
include
26
information
about
the
utility’s
energy
efficiency.
A
form
27
or
report
filed
under
the
bill
is
deemed
to
comply
with
Code
28
sections
476.1A(1)(g)
and
476.1B(1)(l).
