S.F. _____ Section 1. Section 135.180, Code 2023, is amended to read 1 as follows: 2 135.180 State-funded psychiatry residency and fellowship 3 program —— fund —— appropriations. 4 1. a. The university of Iowa hospitals and clinics shall 5 administer a state-funded psychiatry residency and fellowship 6 program in cooperation for up to nine residents and up to 7 two fellows, annually. The university of Iowa hospitals and 8 clinics shall expand the psychiatry residency program to 9 provide additional residency positions by providing financial 10 support for residency positions which are in excess of the 11 federal residency cap established by the federal Balanced 12 Budget Act of 1997, Pub. L. No. 105-33. 13 b. The university of Iowa hospitals and clinics shall 14 cooperate with the state mental health institutes at 15 Independence and Cherokee, the state resource center at 16 Woodward, the state training school at Eldora, and the Iowa 17 medical and classification center at Oakdale in administering 18 the program . The university of Iowa hospitals and clinics 19 shall expand the psychiatry residency program to provide 20 additional residency positions by providing financial support 21 for residency positions which are in excess of the federal 22 residency cap established by the federal Balanced Budget Act of 23 1997 , Pub. L. No. 105-33 . Participating residents and fellows 24 shall complete a portion of their psychiatry training at one 25 of the state mental health institutes, the state resource 26 center, the state training school, or the Iowa medical and 27 classification center at Oakdale. For accreditation-required 28 clinical experiences not available at the state mental health 29 institutes, the state resource center, the state training 30 school, or the Iowa medical and classification center at 31 Oakdale, the residents of the psychiatry residency and 32 fellowship program and its residents may utilize clinical 33 rotations at the university of Iowa hospitals and clinics and 34 its affiliates across the state. 35 -1- LSB 1625XC (1) 90 pf/rh 1/ 3

The university of Iowa hospitals and clinics shall apply 1 to the accreditation council for graduate medical education 2 for approval of twelve nine additional residency positions 3 for each class of residents and the psychiatry residency and 4 fellowship program shall award the total number of residency 5 positions approved for each class of residents. The university 6 of Iowa hospitals and clinics shall approve and award up to two 7 fellowship positions annually. Preference in the awarding of 8 residency and fellowship positions shall be given to candidates 9 who are residents of Iowa, attended and earned an undergraduate 10 degree from an Iowa college or university, or attended and 11 earned a medical degree from a medical school in Iowa. 12 3. A psychiatry residency and fellowship program fund 13 is created in the state treasury consisting of the moneys 14 appropriated or credited to the fund by law. Notwithstanding 15 section 8.33 , moneys in the fund at the end of each fiscal year 16 shall not revert to any other fund but shall remain in the 17 psychiatry residency and fellowship program fund for use in 18 subsequent fiscal years. Moneys in the fund are appropriated 19 to the university of Iowa hospitals and clinics to be used for 20 the purposes of the program. For the fiscal years beginning on 21 or after July 1, 2023, there is appropriated from the general 22 fund of the state to the psychiatry residency and fellowship 23 program fund one hundred thousand dollars for each residency 24 position approved and awarded under the program and one hundred 25 fifty thousand dollars for each fellowship position approved 26 and awarded under the program . 27 EXPLANATION 28 The inclusion of this explanation does not constitute agreement with 29 the explanation’s substance by the members of the general assembly. 30 This bill relates to a state-funded psychiatry residency 31 and fellowship program by expanding the existing state-funded 32 psychiatry residency program created under Code section 135.180 33 to also include fellowship positions and renaming the program 34 the state-funded psychiatry residency and fellowship program. 35 -2- LSB 1625XC (1) 90 pf/rh 2/ 3
S.F. _____ The bill requires the university of Iowa hospitals and 1 clinics (UIHC) to administer the state-funded psychiatry 2 residency and fellowship program for up to nine residents 3 and up to two fellows, annually. The bill continues the 4 requirement that the UIHC cooperate with the state mental 5 health institutes at Independence and Cherokee, the state 6 resource center at Woodward, the state training school at 7 Eldora, and the Iowa medical and classification center at 8 Oakdale in administering the program, and requires that 9 participating residents, and under the bill also the fellows, 10 complete a portion of their psychiatry training at one of the 11 state mental health institutes, the state resource center, the 12 state training school, or the Iowa medical and classification 13 center at Oakdale. However, residents may utilize clinical 14 rotations at the UIHC and its affiliates across the state if 15 accreditation-required clinical experiences are not available 16 at the state facilities. The bill continues the requirement 17 under the current program that preference in the awarding 18 of residency positions, and under the bill also fellowship 19 positions, shall be given to candidates who are residents of 20 Iowa, attended and earned an undergraduate degree from an Iowa 21 college or university, or attended and earned a medical degree 22 from a medical school in Iowa. 23 The bill renames the existing program fund the psychiatry 24 residency and fellowship program fund. Under the bill, for 25 the fiscal years beginning on or after July 1, 2023, there 26 is appropriated from the general fund of the state to the 27 psychiatry residency and fellowship program fund $100,000 for 28 each residency position approved and awarded under the program 29 and $150,000 for each fellowship position approved and awarded 30 under the program. 31 -3- LSB 1625XC (1) 90 pf/rh 3/ 3
